Giao Thuy builds communes that meet legal access standards

The District People's Committee has directed, guided and urged local departments, branches and organizations to focus on improving people's access to the law through diversifying forms of propaganda and legal dissemination; promoting democracy at the grassroots level, ensuring human rights and civil rights; resolving administrative procedures quickly and accurately; promptly resolving conflicts and disputes at the grassroots level. At the same time, strengthen coordination activities, assign specific tasks to departments, branches, organizations and specialized departments in the work of building communes that meet legal access standards; raise the sense of responsibility of officials and people in implementing and complying with the law; promote democratic rights, help people grasp and access information, participate in discussing and deciding on issues related to life in residential areas and enjoy social policies according to regulations...

In order to improve the effectiveness of propaganda and legal dissemination work, and soon complete the goal of building communes that meet legal access standards, the District Justice Department has advised the District People's Committee to issue plans to implement and self-check legal dissemination and mediation work at the grassroots level, and build communes that meet legal access standards; at the same time, request specialized departments, offices, and People's Committees of communes and towns, based on their assigned functions, tasks, and scope of management, to strengthen direction, organization of legal dissemination and dissemination to cadres, civil servants, public employees, and workers. In 2024, 100% of communes and towns in the district will organize legal dissemination work through conferences to review and summarize judicial work, set out criteria for evaluating the implementation of legal dissemination and mediation work, and commend typical examples of good propaganda work. Propaganda work on the district's radio system is considered important with the maintenance of the "Law and Life" column broadcast every Thursday focusing on propagating legal contents on military service; land, anti-corruption, handling of administrative violations, environmental protection, etc.

In addition, the District Justice Department coordinated with the District Culture and Information Department to build a PBGDPL column, draft legal documents posted on the district's electronic information portal; Coordinated with the District Fatherland Front Committee to organize legal dissemination conferences for members of the Front Working Committee of Ba Lat communes; Coordinated with the People's Committees of the communes: Giao Long, Giao Thanh, Giao Yen, Giao Xuan, Giao Huong to organize 5 training conferences on mediation for hundreds of grassroots mediators; Coordinated with the District Women's Union, Giao Huong Commune People's Committee to organize a conference to disseminate laws on domestic violence prevention and control for commune women's union members; Coordinated with the Provincial State Legal Aid Center to organize communication conferences and provide legal aid to those in need of legal aid in 11 communes in the district. In 2024, the district organized more than 50 direct legal dissemination meetings with over 3,800 participants, issued 2,445 sets of legal documents; distributed over 500 legal brochures to cadres, civil servants, public employees and people in the area.

In addition to doing a good job of propaganda and coordination, the District Justice Department has guided communes and towns to improve the effectiveness of grassroots mediation activities, organized training courses to improve knowledge and skills for mediators, on average, mediation teams have received about 40-50 cases each year; 68-75% of cases have been successfully mediated, the quality of mediation has been increasingly improved, people voluntarily implement their agreements, most of the cases have no re-disputes. In addition, the District Justice Department has guided the communes: Giao Thinh, Giao Tan, Giao Hai, Giao Huong, Giao Lac, Giao Tien, Bach Long, Hoanh Son to complete the dossier of criterion No. 16 on access to law in the National Criteria for advanced and model new rural communes and according to the guidance documents of the Ministry of Justice . For agencies, units, communes, towns, and mass organizations, actively organize mobile legal propaganda in densely populated areas, integrate propaganda into village meetings, in union and association activities, in dialogue activities, and public reception; organize hanging of banners, slogans, distribution of leaflets, propaganda on the loudspeaker system, and information portal of the commune in response to Vietnam Law Day...

By actively innovating and diversifying the contents and forms of propaganda, PBGDPL has contributed to raising awareness and law compliance of all classes of people, gradually building communes that meet legal access standards. By January 2025 (except Giao Thuy town, which did not conduct an assessment of legal access standards due to the recent implementation of the merger project), the whole district had 19/19 communes and towns (100%) recognized as meeting legal access standards, in which all 19 communes and towns had a total score of 80 points or more for all criteria; 100% of communes and towns had a total score of each criterion of 50% or more for the maximum score; no cadres or civil servants who are heads of Party committees and authorities of communes and towns were disciplined for violating the law in the performance of official duties or were prosecuted for criminal liability.

In the coming time, Giao Thuy district will continue to strengthen coordination with relevant agencies, units, departments and branches to promote propaganda work, build communes that meet legal access standards, contributing to gradually implementing the criteria in building a model new rural area of the district.
