The number of deaths and injuries increased
According to statistics from the Traffic Safety Committee of Hai Duong province, in the first 7 months of 2024, on the Hanoi - Hai Phong expressway through Hai Duong, there were 6 traffic accidents, killing 4 people and injuring 14 people. Of which, 3 accidents occurred in Gia Loc district, 2 in Binh Giang district and 1 in Tu Ky district. Meanwhile, in the first 7 months of 2023, on the Hanoi - Hai Phong expressway through Hai Duong, there were 8 traffic accidents, killing 1 person and injuring 5 people. In the first 7 months of 2022, there were only 3 accidents, with no deaths and 1 injury.
According to the Hanoi - Hai Phong Expressway Management and Operation One Member Co., Ltd., in the first 6 months of 2023, there were 38 traffic accidents on the entire route, killing 2 people and injuring 18 people. This number in the first 6 months of 2024 was 49 cases, killing 1 person and injuring 17 people. Notably, in the first half of July, there were 3 traffic accidents, killing 3 people and injuring 14 people.
The most serious casualty was the three-car accident that occurred at 8:58 a.m. on July 11 at km49+400 in Gia Loc town, killing two people and injuring 12 others. After a minor collision between a pickup truck and a 16-seat car, which did not cause any major consequences, the two people in the pickup truck and the driver of the 16-seat car stopped in lane 1, where vehicles are allowed to travel at 120km/h, to... argue. A few minutes later, a 30K-757.00 car traveling in the same direction from behind hit the 16-seat car and pushed it into the group of people mentioned above. Two of the three people arguing died at the scene. The passengers in these cars were also affected, injured and had to be taken to the hospital for emergency treatment.
Previously, at 9:00 p.m. on July 2, at km 50+500 of the Hanoi - Hai Phong expressway in Gia Khanh commune (Gia Loc district), a very tragic accident occurred. Truck 14C-200.83 had an accident, the driver stopped the vehicle in the middle lane. The gasoline tanker 24H-002.62 crashed into the truck, causing it to overturn, causing a large fire. The truck driver died, and the tanker driver suffered a traumatic brain injury.
Raising awareness
The cause of traffic accidents on the Hanoi - Hai Phong highway is mostly due to the driver's awareness. Mr. Tran The Dat in Ninh Giang town, a taxi driver who often travels on this route, said: "The most frustrating thing about driving on the highway is that many drivers drive very slowly but enter lane 1, while this lane allows vehicles to travel at speeds of up to 120 km/h. The slow driving of drivers makes it difficult for other vehicles, especially when they want to overtake. Many vehicles also change lanes and turn without looking, without using turn signals..."
According to the Hanoi – Hai Phong Expressway Management Unit, there are three main reasons for the increase in traffic accidents on this route. These are vehicles stopping and parking on the expressway without following regulations, or vehicles having problems but not signaling properly. The safe distance between vehicles is not guaranteed. Another reason is that low-load trucks often overturn, there have been many overturns on the Hanoi – Hai Phong Expressway. The increase in traffic volume of about 10% per year is also the reason for the increase in traffic accidents.
In order to strengthen the work of ensuring traffic order on expressways, the Traffic Police Department (Ministry of Public Security) has directed forces to increase strict penalties for violations. Some violations that the authorities focus on handling include speeding; stopping and parking in violation of regulations; driving in the emergency lane; driving in the wrong part of the road, lane, changing lanes in violation of regulations...
To control accidents and ensure traffic safety on the Hanoi - Hai Phong Expressway, the Hanoi - Hai Phong Expressway Management and Operation One Member Co., Ltd. is requested to inspect and review infrastructure conditions at locations where traffic accidents occur; and to remedy any shortcomings in infrastructure and traffic organization, if any.
Raising awareness of law compliance and civilized behavior when participating in traffic is also an important and effective solution to help control traffic accidents.
The 105.8 km Hanoi - Hai Phong Expressway is invested by the Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI), and was put into use in December 2015. The starting point of the route is on Hanoi Ring Road 3, the end point is Dinh Vu Dam, Hai An District (Hai Phong). The entire route has an average cross-section width of 100 m, a road surface from 32.5 m to 35 m wide with 6 lanes running at a design speed of 120 km/h, two emergency lanes, a hard median strip in the middle, green belts on both sides and more than 164 km of service roads. This is the first expressway in Vietnam built according to international standards, so it is known as the most modern expressway in Vietnam. Hanoi - Hai Phong Expressway passes through Hanoi (6 km), Hung Yen (26 km), Hai Phong (over 33 km) and the longest section is through Hai Duong with 40 km.
