Right from the beginning of the year, the Provincial Social Policy Bank Branch advised the Head of the Board of Directors to issue an inspection and supervision program; assigned tasks to members for implementation; the District-level Representative Board developed a program and assigned tasks as a basis for carrying out inspection and supervision work. The inspection and supervision contents focused on the implementation of resolutions of the representative board, the role of the commune People's Committee Chairman participating in the representative board; the entrustment activities of socio-political organizations, commune transaction activities, savings and loan groups; the situation of capital use of borrowers; grasping difficulties, proposals and recommendations at the grassroots level. At the end of each inspection, the Branch issued a document directing the Transaction Offices of districts and towns to promptly rectify and overcome shortcomings, and at the same time draw experience in management, direction and operation to improve operational efficiency at the units.
Mr. Cam Van Son, Director of the Transaction Office of the Social Policy Bank of Mai Son District, said: The unit regularly assigns leaders to directly participate in transactions, inspect and supervise 100% of transaction sessions at commune transaction points. Fully inspect and control loan application files to ensure full legal elements before approving disbursement. Direct timely correction of shortcomings during the inspection and supervision process. At the same time, propagate people to use loans for the right purposes; savings and loan groups evaluate borrowers publicly and transparently; actively propagate rights and obligations when borrowing capital so that borrowers comply with regulations...
From 2024 to present, members of the Board of Representatives at all levels have conducted inspections and supervisions at 12 district and town levels; 215 commune levels and 957 savings and loan groups with 5,093 borrowers. The provincial branch of the Social Policy Bank has comprehensively inspected and examined the implementation of post-inspection rectification documents at 12 transaction offices; inspected and evaluated the quality of operations at 20 commune transaction points. Branch functional departments regularly monitor remotely on the system, contact and urge units to promptly adjust arising problems.
Mr. Ta Van Toan, Deputy Director of the Provincial Branch of the Social Policy Bank, said: Through inspection and supervision, it contributes to improving the effectiveness of the purpose of using loan capital, promptly detecting, preventing and promptly handling violations, preventing loss and misappropriation of capital. Through the assessment at the end of 2024, 100% of district and commune-level units have good credit quality; 100% of due debts are recovered and processed according to prescribed procedures. By the end of March 2025, loan turnover reached more than 530.2 billion VND, an increase of 34.7 billion VND compared to 2024 with 7,404 customers receiving loans. Debt collection turnover reached nearly 375 billion VND; the debt collection rate reached 97.6%, down 1.45% over the same period; overdue debt was controlled at a rate of 0.05%.
The Provincial Youth Union coordinates with the Provincial Social Policy Bank Branch to implement the contents of entrusted loans through programs such as: Poor households, near-poor households, newly escaped poverty households, job creation... Total outstanding loans to date are more than 1,683 billion VND with 934 savings and loan groups, helping 29,554 households borrow to develop the economy , accounting for 23.8% of the total outstanding loans of the Social Policy Bank entrusted through socio-political organizations.
To ensure that capital is used effectively, every year, the Provincial Youth Union focuses on inspection and supervision. Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Youth Union, said: The content of inspection and supervision of entrusted activities for grassroots youth unions; professional training and technology transfer; coordination activities with the Bank for Social Policies; activities of savings and loan groups; mobilizing borrowers to participate in economic development models to improve the quality and efficiency of loan use, ensure capital sources, prevent capital misappropriation and grasp the situation, guide and support borrowers to use capital for the right purpose.
To improve the effectiveness of implementing social policy credit in the area, the Board of Directors continues to direct the Provincial Social Policy Bank Branch and transaction offices of districts and towns to continue to perform well the inspection and supervision work. Advise local Party committees and authorities, coordinate with entrusted mass organizations, savings and loan groups to regularly monitor the process of using capital of borrowers; guide people to invest in the right focus and key points, contributing to poverty reduction and ensuring local social security.
