The Ministry of Transport has just issued Official Dispatch No. 10405/BGTVT-VT to the National Assembly delegation of Binh Duong province in response to the petition sent by voters of Binh Duong province after the 5th Session of the 15th National Assembly.
Accordingly, the Ministry of Transport received a petition from voters of Binh Duong province sent by the Petition Committee under Official Dispatch No. 907/BDN dated July 29, 2023, the content of the petition is as follows: "The current traffic accident situation is still complicated, most of the traffic accidents are due to poor awareness of traffic participants in driving vehicles such as violating alcohol concentration, speeding, not obeying traffic lights, traffic signs... In addition, voters said that the penalty level is not enough to deter some violations.
Voters suggested that it is necessary to add regulations on permanently revoking driver's licenses and prohibiting drivers from driving all types of vehicles who violate traffic laws causing serious consequences, creating deterrence, contributing to building traffic culture, ensuring traffic safety for traffic participants.
Regarding the above-mentioned voters' petition, the Ministry of Transport said that this agency has coordinated with the Ministry of Public Security to simultaneously complete two Law projects (the Road Traffic Order and Safety Law project and the Road Law project) under the direction of the Government to submit to the National Assembly.
In particular, the draft of the two laws has detailed regulations on prohibited acts (Article 8 of the draft Law on Road Traffic Order and Safety; Article 9 of the draft Road Law) to create deterrence, respect for the law, contribute to building a traffic culture, and ensure traffic safety for traffic participants.
When the National Assembly passes the two above-mentioned Law projects, the Ministry of Transport and the Ministry of Public Security will continue to coordinate to develop Decrees and Circulars guiding implementation. Voters' proposals will be studied and specified in the provisions of the Decrees and Circulars to ensure deterrence and guidance in accordance with the law.
