According to the People's Committee of Bien Hoa City, the resettlement land fund in the area is currently scattered in wards and not concentrated in areas with key projects, leading to an imbalance in the resettlement land fund in areas and locations with land acquisition projects. This makes it difficult to arrange resettlement land and create consensus among the people, and promptly hand over the site to implement key projects.

Along with that, the city does not have available social housing land fund and resettlement land fund in high-rise apartment buildings to arrange resettlement for cases that are not eligible for land compensation according to the provisions of the Housing Law, so it is difficult to arrange for 250 cases of white clearance (not eligible for land compensation, housing) to buy social housing to hand over the site for the Bien Hoa - Vung Tau Expressway Project.
