Implementing the direction of the Prime Minister, Deputy Prime Minister - Head of the National Steering Committee on IUU at the 19th meeting of the National Steering Committee on IUU, ministries, branches and localities continue to deploy tasks and solutions to combat IUU fishing. According to the report of the Ministry of Agriculture and Environment, by October 30, 6 localities had completed licensing for all fishing vessels eligible for fishing; 5 provinces and cities, namely Hung Yen, Ninh Binh, Dak Lak, Can Tho, Vinh Long, have completed handling outstanding administrative violations related to loss of connection to the vessel monitoring device (VMS), exceeding the permitted fishing boundary. As of October 31, 99.8% of fishing vessels nationwide had been registered and updated on the national fisheries database; 141 vessels were unregistered; Deregistered 370 fishing vessels according to regulations due to being dismantled, sunk, missing... The whole country has only 2,132 vessels that are not qualified to operate in fisheries. On the eCDT software system, 2,598 fishing vessels leaving the port and 2,811 fishing vessels arriving at the port according to regulations were inspected and controlled.
Implementing the direction of the Ninh Binh Provincial People's Committee on combating IUU fishing, the Provincial Police directed the Commune Police force to continue to review and update, ensure compliance with regulations, and organize the signing of commitments not to violate IUU fishing for 781 ship owners, an increase of 10 ship owners compared to last week. The province has deregistered 379 fishing vessels due to being sold to other provinces, sunk, dismantled, or missing; the remaining 3 fishing vessels that are missing are listed and publicly announced at the People's Committees of communes. Procedures for buying and selling 212 fishing vessels in and outside the province have been carried out in accordance with regulations, an increase of 6 vessels compared to last week. By October 31, 2025, Ninh Binh province has 22 fishing vessels at high risk of violating IUU fishing. Currently, these fishing vessels are all on shore, not operating, and are closely monitored and managed by commune officials...
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the spirit of engagement and determination in carrying out assigned tasks, and at the same time requested ministries, branches, provinces and cities to continue to focus maximum resources to resolutely implement the action plan for the Peak Month against IUU fishing. The implementation of anti-IUU fishing must continue to be carried out in the direction of "clear people, clear work, clear area and must have specific results". Proactively coordinate with the Ministry of Agriculture and Environment to develop scenarios and technical working plans with the European Commission, ensuring unity and synchronization. Strengthen control and inspection of assigned tasks, ensuring specific results. Provinces and cities regularly maintain measures to prevent unqualified fishing vessels from participating in activities. Maintain strict control of all fishing vessels entering and leaving fishing ports in accordance with regulations; promptly handle newly discovered violations, especially fishing vessels violating foreign waters; Ships that do not meet licensing requirements will be dealt with this week and publicized in the media. Actively develop a project to change careers for fishermen.
