Traffic police (Provincial Police) check underage students driving vehicles according to regulations on National Highway 1A through Quang Xuong district.
Implementing Plan No. 32/KH-UBND, dated January 29, 2024 of the Provincial People's Committee implementing Directive No. 31/CT-TTg, dated December 21, 2023 of the Prime Minister on strengthening traffic safety for school-age children in the new situation, relevant forces of the province have actively mobilized each family not to hand over vehicles to students who are not qualified to drive according to the provisions of law. Every year, the Provincial Traffic Safety Committee coordinates with the Departmentof Education and Training, the traffic police force (Provincial Police) to organize propaganda and dissemination of legal regulations on handing over vehicles to unqualified people to drive in traffic, the consequences and legal responsibilities of related subjects. Propaganda sessions are integrated into flag-raising ceremonies, weekly activities, class and team activities, regular traffic safety classes, extracurricular activities and parent-teacher meetings. At the same time, organize students, parents, officials, teachers, and employees to sign a commitment to strictly comply with the provisions of the law on traffic safety in general; not to drive a vehicle when not qualified and not to hand over the vehicle to an unqualified person to drive it. To date, the forces have organized 862,500 households in the province to sign a commitment to strictly comply with the law on traffic safety and order, not to hand over motorbikes to children under the age of driving.
Teacher Le Van Bac, Principal of Quang Xuong I High School, said: “Every year, at the beginning of the new school year, the school coordinates with Tan Phong Town Police to organize a commitment to comply with traffic safety laws for parents and students to absolutely not let their children drive motorbikes when they are not old enough or do not have a suitable driving license; strictly prohibit students who do not have a driving license or are not old enough to drive vehicles... At the same time, we compile a list of students who drive to school by themselves to coordinate with the authorities to inspect and manage. Along with that, the school coordinates with local authorities to request households that keep vehicles around the school area to commit to not taking care of or keeping students' motorbikes over 50cm3”.
Implementing the National Traffic Safety Committee's Action Plan on "Do not give vehicles to people who are not qualified to drive vehicles to participate in traffic", educational institutions in the province have organized a commitment signing for 100% of students to comply with not driving motorbikes or scooters to school when they are under 18 years old; not driving electric motorbikes or scooters under 50cm3 to participate in traffic when they are under 16 years old. For students who ride to school, they must register their vehicles and types with the school to coordinate with local police and functional forces to inspect and manage. In addition, regularly organize inspections, reviews, statistics, and make detailed lists by class for students who do not wear helmets or wear fashionable hats without CR conformity stamps when driving motorbikes, scooters under 50cm3, electric motorbikes, and electric bicycles; Violating regulations on vehicle control such as not having or lacking rearview mirrors, not registering license plates according to regulations. However, in the first 5 months of 2025, through inspection and patrol work, the traffic police force in the whole province has recorded and handled 1,089 cases of students related to violations of traffic safety order.
According to Lai Thi Thanh Thuy, Deputy Chief of Office of the Provincial Traffic Safety Committee, to limit the situation of students violating traffic safety order, first of all, cadres, party members, civil servants, union members, and members of political and social organizations in the province must set an example in complying with the regulation of not handing over vehicles to their children who are not qualified to drive vehicles in traffic. Currently, the Provincial Traffic Safety Committee is coordinating with relevant departments and branches of the province, and local Traffic Safety Committees to promote communication activities with the theme "Do not hand over vehicles to people who are not qualified to drive vehicles in traffic". In addition, the traffic police force in the whole province regularly organizes special topics to patrol, control, and handle violations related to the age of students and the act of handing over vehicles to people who are not qualified to drive vehicles in traffic in the locality.
