Creating a dynamic science and technology ecosystem

The resolution of the Provincial People's Council not only creates a favorable legal corridor, but is also expected to remove difficulties, unleash all resources, and create a dynamic science and technology ecosystem, ready for dynamic progress in the coming time.

Proactive empowerment

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo has affirmed the position and role of science, technology, innovation and digital transformation in the journey to develop a prosperous and sustainable country. Not only outlining a strategic roadmap with ambitious goals, Resolution No. 57-NQ/TW also emphasizes the requirement to create an open legal environment, synchronous policy mechanisms, unleash all potentials and attract maximum investment resources for science, technology and innovation.

To realize this goal, the Resolution on Regulations on the authority to decide on the procurement of assets for scientific and technological tasks using the state budget and the procurement of goods and services for scientific and technological funding sources under the management of the province approved by the People's Council focuses on removing "bottlenecks" in administrative procedures; especially in the field of asset procurement for scientific research and technology development activities.

According to the resolution of the Provincial People's Council, the authority to decide on the procurement of assets for scientific and technological tasks has been clearly decentralized, creating maximum favorable conditions for the units in charge of implementation. For tasks undertaken by state organizations (including state agencies, armed forces, public service units, Party agencies, socio-political organizations and socio-political-professional organizations), the head of the unit in charge will directly decide on the procurement of assets within the scope of the approved scientific and technological tasks.

For science and technology tasks chaired by non-state organizations, the Resolution also specifically stipulates the authority to decide on asset procurement. The Director of the Department of Science and Technology will have authority over provincial-level tasks and tasks using the central budget with counterpart funds from the provincial budget. Meanwhile, the head of the agency or unit with authority to approve grassroots-level science and technology tasks will be responsible for deciding on asset procurement for tasks under his or her management.

Remove barriers, create breakthroughs

Not only focusing on the issue of asset procurement, the Resolution of the Quang Ninh Provincial People's Council also focuses on simplifying the process of purchasing goods and services for scientific and technological activities. Accordingly, the head of the unit in charge of implementing scientific and technological tasks has the right to decide on the procurement of necessary goods and services (within the approved scope of that scientific and technological task).

Similarly, for the procurement of goods and services from the allocated science and technology budget, the Resolution also grants decision-making authority to the heads of agencies, organizations and units using the budget. This decentralization and empowerment not only helps to enhance the autonomy and self-responsibility of units in managing and using allocated financial resources but also creates the necessary flexibility for them to be able to respond promptly to changes and requirements arising in the process of implementing science and technology activities.

According to the assessment, empowering units to take the initiative in implementing science and technology tasks helps speed up the implementation of research, application and technology transfer projects. Meanwhile, simplifying procedures for purchasing goods and science and technology services helps save time and costs, creating conditions for scientists and research organizations to focus on their expertise. All these factors will contribute to unlocking resources, strongly promoting the development of science, technology and innovation in Quang Ninh, creating an important driving force for the province to successfully implement the set socio-economic development goals.
