Guidelines for the development of Dak Lak province

Solid foundation

Planning is one of the core tasks in national development in general and local development in particular. It is considered a management tool that guides and shapes, and at the same time takes a pioneering position, paving the way to lead the development process. Local planning is of particular importance, creating a solid corridor for sustainable local development, creating momentum for socio -economic growth, contributing to completing the overall development picture of the country.

Affirming the great role of the Provincial Planning, Chairman of the Provincial People's Committee Pham Ngoc Nghi once emphasized that Dak Lak identified planning as one of the top tasks in the work of strategic development planning to exploit potential, unleash resources, and realize the province's aspirations to rise. At the same time, it is of great significance in helping the province adjust the previous unreasonable socio-economic colors, creating new colors on the basis of maximizing the exploitation of local internal resources. Thereby promoting regional linkages, strongly attracting external resources to complete the overall picture of new socio-economic development for the province, bringing Dak Lak to participate in the "race" to achieve the goals in the new period. This is also the basis and basis for making urban planning, rural planning; land use planning, planning and technical and specialized planning in the province according to the provisions of law.

The provincial planning identifies the goal of improving the material, cultural and spiritual life of the people of Dak Lak province to reach the average level of the whole country, on the basis of rapid and sustainable socio-economic development based on green and circular economy; cultural identity of ethnic groups; Dak Lak becomes a unique and attractive destination for domestic and international tourists ; Buon Ma Thuot is a development pole of the Central Highlands, integrating and connecting in an open direction with the region and internationally.

Deputy Prime Minister Tran Hong Ha and leaders of Dak Lak province visited the booth displaying the province's products at the Conference to announce the Dak Lak Provincial Planning for the period 2021 - 2030, with a vision to 2050.

To realize this goal, the province will focus on promoting propaganda and widely disseminating the basic contents of the planning to all levels, sectors, business communities, and people of all walks of life in order to create unity in awareness and high determination, great efforts, drastic and scientific actions in implementing the planning. At the same time, direct all levels, sectors, and localities to organize and implement the planning to ensure unity, synchronization, and strictness but must be flexible and consistent with the overall planning. In addition, focus on planning management, promptly review and adjust specialized technical planning. Promote digital transformation, create breakthroughs in administrative reform and improve the investment and business environment; focus resources on completing key infrastructure; improve the quality of human resources, especially high-quality human resources; prioritize the development of science and technology, innovation, and environmental protection.

Create development momentum

In the work of strategic development planning, in order to exploit potentials and unleash resources, the Provincial Planning orients to call for and attract investment focusing on creating a favorable and competitive investment environment to attract investment capital. At the same time, it proposes measures for administrative reform, enhancing the rights and protection of investors, developing technical and social infrastructure, promoting economic diversification, especially in the fields of agriculture, industry, tourism, etc.

According to the Provincial Planning, there will be 178 programs and projects prioritized for investment in the 2021-2023 period, with a vision to 2050. Specifically: 31 projects in the agricultural sector; 7 projects in the industrial sector; 24 projects in the trade, service and tourism sector; 6 projects in the cultural and conservation sector; 15 projects in the physical education and sports sector; 6 projects in the information and communication sector; 19 projects in the health sector; 5 projects in the education and training sector; 5 projects in the social assistance sector; 9 programs and projects in the urban and housing sector; 43 projects in the transportation sector; 8 projects in the logistics center and inland container depot (ICD).

Based on the development orientation of key sectors and fields, important projects, creating momentum to promote growth and socio-economic development to determine projects and investment priority, investment attraction. The scale, total investment capital, investment phases and capital sources of projects will be calculated, selected and specifically determined in the stage of preparing and submitting for approval of investment projects in accordance with the needs, ability to balance and mobilize local resources in each period, ensuring the correct orientation and compliance with legal regulations.

According to Director of the Department of Planning and Investment Vo Ngoc Tuyen, mobilizing non-budgetary capital from enterprises and investors is very important to successfully complete the socio-economic development goals. Therefore, Dak Lak will continue to coordinate with central ministries and branches to advise on removing barriers in mechanisms and policies and perfecting legal regulations. Based on the Provincial Planning dossier approved by the Prime Minister, the province will soon complete the establishment and approval of adjustments to land use planning, general urban development planning, land use plans of forestry farms transferred to local management as a basis for competent authorities to approve proposed investment projects in the province.

Dak Lak will also focus on investment resources, developing socio-economic infrastructure, developing synchronous and modern transport infrastructure. In particular, focusing on accelerating the investment progress of key projects and works to promote regional connectivity, especially the Khanh Hoa - Buon Ma Thuot Expressway, the eastern beltway of Buon Ma Thuot City, upgrading Buon Ma Thuot Airport, building commercial infrastructure at Dak Rue Border Gate, Phu Xuan Industrial Park Project, etc.

Currently, the Department of Planning and Investment has deployed the provision of the Provincial Planning dossier to units and localities for implementation. At the same time, the Provincial People's Committee has submitted to the Prime Minister for consideration and promulgation of the Plan to implement the Dak Lak Provincial Planning for the period 2021 - 2030, with a vision to 2050 according to regulations.

The guideline has been established, hopefully, in the coming time, with the attention and direction of the leaders of the Party, State, National Assembly, Government, ministries, central branches and the great efforts and determination of the Party Committee, government and people of the province, the Provincial Planning will be successfully implemented. Thereby contributing to building Dak Lak province rich, civilized, unique, worthy of its position and role as the center of the Central Highlands region.
