The 18th session of the Provincial People's Council passed 9 resolutions on administrative unit arrangement and socio-economic development.

Attending the event were Chairman of the Provincial People's Committee Tran Ngoc Tam, Permanent Vice Chairman of the Provincial People's Committee - Head of the Provincial National Assembly Delegation Nguyen Truc Son; Vice Chairman of the Provincial People's Committee Nguyen Minh Canh; National Assembly deputies and Provincial People's Council.

At the meeting, the People's Council of Ben Tre province reviewed, discussed and voted to pass 9 resolutions that have direct and profound impacts on the socio -economic development of the province in the coming period.

Of which, 100% of the Provincial People's Council delegates present voted to pass the Resolution on the arrangement of commune-level administrative units of Ben Tre province and the Resolution on the arrangement of provincial-level administrative units for Ben Tre province.

Accordingly, the resolution reorganizes the commune-level administrative units of Ben Tre province from 148 to 48 units including 43 communes and 5 wards; merges the entire area and population of Ben Tre, Tra Vinh, Vinh Long provinces into the new province of Vinh Long, with the administrative center located in Vinh Long.

At the same time, consider and approve 5 resolutions on public investment, public assets, capital allocation for national target programs, land price adjustment... and consider 1 resolution related to personnel work under the authority of the Provincial People's Council.

Before presenting at the meeting, the People's Committee of Ben Tre province organized to collect voters' opinions on the Resolution on approving the policy of arranging commune -level administrative units in 2025 of Ben Tre province. Accordingly, the majority of voters agreed. In which, the highest consensus was among voters in Thanh Hai commune ( including Thanh Hai and An Dien), reaching 100%; the lowest was among voters in Thanh Phuoc commune ( including Thanh Phuoc and Dai Hoa Loc communes ), reaching 96.08%).

Resolution on approving the policy of arranging provincial-level administrative units on the basis of merging the entire area and population of Ben Tre, Tra Vinh, Vinh Long provinces into Vinh Long province and placing the administrative center in Vinh Long province with 370,678 voters in agreement (reaching 98.83%), 4,388 voters in disagreement (accounting for 1.17%). At the same time, the People's Councils at the commune and district levels also held meetings to approve the policy of arranging commune-level and provincial-level administrative units; the result was that 100% of the delegates of the People's Councils at the district level and 99.97% of the delegates of the People's Councils at the commune level attending the meeting agreed on the policy of arranging commune-level units; 100% of the delegates of the People's Councils at the commune and district levels attending the meeting agreed on the policy of arranging provincial-level units.

The meeting dismissed Mr. Trinh Minh Chau - former Director of the Department of Information and Communications from the position of member of the Provincial People's Committee for the 2021 - 2026 term due to policy leave; Mr. Bui Minh Tuan - Deputy Director of the Department of Agriculture and Environment, Mr. Nguyen Van Tam - Deputy Director of the Department of Construction and Mr. Nguyen Van Dien - Deputy Director of the Department of Finance because these positions are not part of the membership structure of the Provincial People's Committee.

In her closing speech, Secretary of the Provincial Party Committee - Chairwoman of the Provincial People's Council Ho Thi Hoang Yen requested that after the meeting, the Provincial People's Committee urgently implement the resolutions passed by the Provincial People's Council to all sectors and levels. The implementation must be associated with inspection, supervision and evaluation of actual effectiveness, ensuring that all policies are put into practice and reach every citizen and every business.

Continue to closely follow the direction of the Party Central Committee, the National Assembly, the Government, and the Provincial Party Committee to complete the organization and arrangement of administrative units within the prescribed time.

Proactively review and issue specific regulations to handle a number of related issues to ensure that the operations of agencies, people and businesses are continuous, smooth and uninterrupted. Carry out well the work of disseminating, propagating and orienting ideology in agencies, units, localities and organizations as well as participating in orienting public opinion, ensuring solidarity, consensus and high unity among cadres, civil servants, public employees, workers and people of all walks of life.

Synchronously deploy support policies for subjects affected by the arrangement, part-time workers at the commune level to ensure timely and correct regulations. Fully prepare necessary conditions, specify functions, tasks, powers, organizational structure... to ensure conditions for administrative units to start operating no later than August 15, 2025 (for commune level) and before September 15, 2025 (for provincial level).

Focus on leading, directing, and implementing more drastically the tasks and solutions to promote the allocation and disbursement of public investment capital in 2025 according to the direction of the Government and the province. This is a key factor to create momentum for growth, promote consumption and social investment.

For public investment projects invested by district level, it is necessary to speed up the construction progress to complete the project and disburse all allocated capital before June 30, 2025 to terminate district level activities.

Strengthen coordination between the government, the Vietnam Fatherland Front and socio-political organizations at all levels to resolutely implement tasks and solutions for socio-economic development in 2025, especially the economic growth target of 8% or more set out in the resolution.

Focus on directing the review and planning for effective use of headquarters and public assets to avoid loss, waste, and negativity when arranging 2-level administrative units.
