The second session of the People's Council of Quang Ninh commune took place in the context that the Party Committee and the People are striving to compete to achieve achievements to welcome the first Congress of the Quang Ninh Commune Party Committee, term 2025 - 2030, towards the 14th National Party Congress.
Implementing the policy of restructuring the apparatus and deploying the 2-level local government model, Quang Ninh commune was formed on the basis of merging Ham Ninh, Vo Ninh, Vinh Ninh communes and Quan Hau town. Immediately after coming into operation, Quang Ninh commune promoted socio -economic development, maintained national defense and security, ensured social security and improved the material and spiritual life of the people.

Winter-spring crop production has been quite successful in all aspects, with total food output reaching over 7,721 tons. The summer-autumn rice area is now 1,023 hectares, reaching 101.85% of the plan. Livestock and poultry have developed stably, livestock and poultry diseases have been controlled, and the first vaccination of livestock and poultry in 2025 has been completed, reaching a rate of over 90%.
Total aquatic product output in the past 6 months reached over 140 tons. Industrial and handicraft production in the first 6 months of the year maintained a stable growth rate with estimated revenue of over 161 billion VND. There are currently 42 projects and works being implemented in the area with a total investment capital of 304 billion VND.

Total budget revenue in the area in the first 6 months of the year reached over 67,133 billion VND, reaching 80.32% of the year-end estimate, up 82.9% over the same period in 2024.
The management and operation of budget expenditures are strict, economical, and in accordance with the State budget law. Along with that, social security activities are ensured, the political and social situation is stable; national defense - security, social order and safety are ensured. Administrative reform continues to receive attention.

This session also conducted questions and answers on a number of issues that voters were interested in. At the same time, it reviewed, discussed and gave opinions on reports and submissions and passed 7 important Resolutions, including: Resolution on the Supervision Program of the Standing Committee of the Commune People's Council, 2 Commune People's Council Committees in the last 6 months of 2025 and 2026; Resolution promulgating the Regulations of the first session of the Quang Ninh Commune People's Council, term 2021-2026.
Resolution on implementing socio-economic, defense and security tasks in the last 6 months of 2025; Resolution on allocating local budget in 2025; Resolution on allocating public investment capital in 2025.
