At the meeting, 24 opinions of the Provincial People's Council delegates participated in the exchange and discussion. In particular, focusing on issues of: Disbursement of public investment capital; implementation of the Project to eliminate temporary and dilapidated houses in the province; policies to remove difficulties for businesses; administrative reform; environmental protection; progress of implementation of national target programs...
Opinions at the discussion session basically agreed with the report of the Provincial People's Committee and the inspection reports of the Provincial People's Council Committees. In 2024, despite the context of many factors affecting economic growth, especially being heavily affected by storm No. 3, the Provincial People's Committee focused on directing the good implementation of socio-economic development targets and tasks, ensuring national defense and security according to the roadmap for implementing the Resolution of the 17th Provincial Party Congress, the 5-year socio-economic development plan 2021-2025.

Delegates expressed their excitement when 20/20 socio-economic targets of the province reached and exceeded the plan. In particular, the growth rate of gross regional domestic product (GRDP) was estimated at 9.02%.
The delegates also said that the Provincial People's Committee has promptly removed difficulties, obstacles, bottlenecks, expanded space, motivation, and promoted the development of the province. Mobilized and used resources in a concentrated and effective manner for development investment, ensuring resources to implement key projects and works of the province to put into use.

In addition, delegates also focused on analyzing and pointing out the shortcomings and limitations in implementing the province's socio-economic development tasks in recent times; proposing a number of solutions for socio-economic development, ensuring national defense and security in 2025.
Regarding the disbursement of public investment capital, delegates pointed out a number of difficulties and problems arising during the project implementation process, such as compensation for site clearance, resources, minerals, investment procedures, etc., leading to delays in project implementation and disbursement of public investment plans.
To do well in the disbursement of public investment capital, delegates proposed that it is necessary to improve coordination between sectors, levels and localities; improve the management, operation and organization of project implementation of some investors, and be proactive in managing work. In addition, investment preparation work must be studied in advance, prepared in previous years to ensure that it meets requirements before being included in the medium-term public investment plan to arrange capital plans close to reality and be implemented immediately. In addition, there must be solutions to compensate for delays due to bad weather conditions.

Regarding the progress of the implementation of the National Target Programs, the delegates said that after 3 years of implementation, the National Target Program has had a strong impact on the socio-economic development of the province, especially in communes and villages with special difficulties. However, in addition to the achieved results, the implementation of a number of projects, sub-projects, and components of the programs is still slow; coordination between sectors and localities is sometimes not tight; the rate of capital disbursement according to the assigned plan is still low...
To implement and ensure the objectives and tasks of the program, delegates requested the Provincial People's Committee to continue to effectively direct the programs, ensure the disbursement of capital sources during the year according to plan; promptly allocate the province's counterpart capital to districts and cities to implement the programs; integrate capital of national target programs with other legal capital sources; continue to invest and support communes to build new rural areas according to the roadmap in the period of 2021-2025...

Regarding policies to support businesses, delegates hope that the province will quickly complete the legal document system to regulate, guide, create corridors, and orient businesses and investors to clearly understand the processes and procedures... as a basis for investment proposals, approval of policies, and early project operation, creating confidence for investors and increasing economic momentum.

Regarding the implementation of the Project to eliminate temporary and dilapidated houses in the province, delegates acknowledged the results achieved. Accumulated from 2021 to present, 6,596 houses have been supported to be built (5,767 new houses, 829 houses repaired) with an implementation cost of 768 billion VND. Some delegates were concerned about the requirement for counterpart capital for poor and near-poor households to build houses, the support level is still low.
Regarding this content, Comrade Nguyen Hung Vuong, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, noted: Localities need to thoroughly understand that the policy of the Project to eliminate temporary and dilapidated houses is "people do, the state supports". To complete the goal of eliminating temporary and dilapidated houses for households with revolutionary contributions, poor households, near-poor households and households with housing difficulties, first of all, those households themselves need to take primary responsibility for building their own houses. Localities need to closely follow the list of poor households, clearly state their viewpoints and implementation methods, and households must be self-sufficient in counterpart funds to build houses.
To overcome the damage caused by storm No. 3, the province has allocated timely, not supporting construction works but aiming at people who suffered damage in terms of housing support, food, production support... In the coming time, the province will continue to support land restoration and improvement. Localities need to publicize the content and support objects so that people can clearly understand.

Discussing administrative reform, delegates suggested that agencies, units and localities should continue to closely follow the plan of the Provincial People's Committee; continue to effectively handle administrative procedures in the electronic environment; improve the quality of operations of the Public Administration Center, One-Stop Departments at all levels; promote digital transformation on digital platforms. In particular, strengthening administrative discipline and order is the most important solution to improve the quality and effectiveness of administrative reform.
Based on the discussion opinions of the People's Council delegates, leaders of the Provincial People's Committee and competent agencies, the functional departments have received opinions, discussed and answered to clarify the contents of interest to the delegates.

Concluding the discussion, Permanent Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan emphasized: The discussion session at the hall took place in a lively and responsible atmosphere, going straight to the core issues. The opinions basically covered the socio-economic fields in the province. From the opinions of the Provincial People's Council delegates, it will be the content for the Provincial People's Committee and relevant departments and branches to continue to improve the direction and perform tasks better in the coming time. Thereby continuing to improve the effectiveness and efficiency of state management, contributing to the socio-economic development of the province.
The Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels and sectors to focus on solutions to collect budget, accelerate the disbursement of public investment capital, especially for projects under the National Target Programs. In particular, in 2025, the province must complete the completion of 2 districts to the new rural finish line, requesting the Provincial People's Committee to allocate reasonable resources for the 2 districts; in addition, pay attention to directing the province to complete the elimination of temporary and dilapidated houses according to plan.
After the discussion session, the delegates reviewed the report of the Standing Committee of the Provincial People's Council on the implementation of resolutions, conclusions, and supervision recommendations of the Provincial People's Council, the Standing Committee of the Provincial People's Council, the Provincial People's Council Committee, the Provincial People's Council Delegation and the Provincial People's Council delegates from the seventh to the eighth session of the 19th Provincial People's Council.
