On December 18, the Korea International Cooperation Agency (KOICA) of Korea and the People's Committees of the two provinces of Cao Bang and Bac Kan signed the minutes of the Project "Supporting green circular economy through improving agricultural value chains in Northern Vietnam" in Cao Bang and Bac Kan.
Attending the event were comrades: Nguyen Dang Binh, Chairman of Bac Kan Provincial People's Committee; Trinh Truong Huy, Vice Chairman of Cao Bang Provincial People's Committee; Mr. Chang Ho-Seung, Deputy Ambassador, Counselor and Consul General of the Korean Embassy in Vietnam; Mr. Ly Byung Hwa, Director of KOICA in Vietnam.
Accordingly, the project "Supporting green circular economy through improving agricultural value chains in Northern Vietnam" in two provinces: Cao Bang and Bac Kan will be implemented from 2025 to 2029. The budget for each project will be provided by the Korean Government with a non-refundable aid of 10 million USD, equivalent to 13 billion Korean won within the project budget to cover costs to implement commitments; the Vietnamese Government will ensure sufficient counterpart capital needed to fulfill commitments for the project to operate sustainably and autonomously.
The project will contribute to increasing added value for the agricultural value chain through developing a circular value chain action plan to minimize raw material loss, improve efficiency in production, processing, brand development and market development. Improve access to finance for farmers, cooperatives and cooperatives to expand production scale, improve processing capacity, preservation and product quality. Project partners are trained to improve capacity, thereby increasing access to domestic and international markets for products in the agricultural value chain through targeted promotion activities...
Mr. Ly Byung Hwa, Director of KOICA in Vietnam, said: The signing ceremony is the result of cooperation and mutual trust between the two countries, and is an important milestone in the journey towards sustainable development and regional economic growth. With the goal of comprehensively improving the agricultural value chain in the two provinces: Bac Kan and Cao Bang, the project is expected to be implemented from 2025 - 2029, focusing on three main aspects: strengthening the production foundation and capacity of the people; modernizing the stages of processing and distributing agricultural products; promoting marketing activities and market access. Thereby, building a destination with three main values: improving the quality of life of people in the mountainous areas of Northern Vietnam, enhancing economic autonomy for ethnic minorities and protecting the environment.
Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Trinh Truong Huy affirmed: Immediately after the signing ceremony, Cao Bang province will ensure to provide sufficient budget for the project. Commit to continue to support and create the best conditions for the KOICA Vietnam National Office and Korean experts in the implementation of the project in Cao Bang province and to fulfill other commitments in the signed Minutes of Discussion. Assign the CSSP Project Coordination Board to promptly take charge of implementing the investment procedures of the Project, including: preparing a feasibility study report for the Project "Supporting green circular economy through improving agricultural value chains in Northern Vietnam, Cao Bang province". Arrange working rooms for the KOICA Project Management Board and Korean experts to work in the province. Quickly establish the Project Steering Committee, the Project Management Board as the agency to monitor and direct, organize the implementation to ensure the achievement of the Project's objectives. Start the project no later than the second quarter of 2025 according to the implementation roadmap in the Minutes of Discussion.
Believing that with the determination, efforts and commitment of the parties, the Project "Supporting green circular economy through improving agricultural value chains in Northern Vietnam" in the two provinces: Cao Bang and Bac Kan will achieve great achievements and impacts on the agricultural and tourism sectors of the two provinces, thereby, contributing positively to improving people's lives.
