On February 3, 1930, the Communist Party of Vietnam was born. Immediately after that, comrade Nguyen Nghiem contacted the Party and by mid-March 1930, the Quang Ngai Provincial Communist Party Committee was established with comrade Nguyen Nghiem as the provisional Secretary. The establishment of the Quang Ngai Provincial Party Committee was a political event marking a very fundamental change in the revolutionary movement in localities in the province. Immediately after its establishment, the provisional Provincial Party Committee held its first meeting at comrade Nguyen Nghiem's house, deciding to mobilize the masses to rise up and fight against the French colonialists and their lackeys in the revolutionary high tide of 1930 - 1931. In June 1930, at the 1st Party Congress in Hung Nghia village, Pho Phong commune, Duc Pho district, comrade Nguyen Nghiem was elected as the first Secretary of the Quang Ngai Provincial Communist Party Committee. On August 1, 1930, the Party Committee distributed leaflets and hung banners in many places in the province, causing confusion among the enemy. The influence of the Party Committee began to spread among the masses. On the night of October 7, 1930, comrade Nguyen Nghiem directly led thousands of people to take to the streets to protest, hold rallies, attack and control Duc Pho district until the next morning. Faced with the rising revolutionary situation in Quang Ngai province under the leadership of comrade Nguyen Nghiem, the enemy tried their best to terrorize and hunt him down. On the way to grasp the situation, comrade Nguyen Nghiem was arrested by the enemy at Giam To fort, Nhu Nang Tay village, now Nghia Hiep commune, Tu Nghia district on the night of March 6, 1931. In prison, comrade Nguyen Nghiem maintained his revolutionary will, kept his integrity, found ways to connect with the movement, and built a Party cell in prison. Unable to shake the will of the staunch communist, the enemy brought comrade Nguyen Nghiem to be beheaded at Tra Khuc riverbank at 3:00 a.m. on April 23, 1931, when he was only 27 years old. In recognition of comrade Nguyen Nghiem's great contributions to the cause of national liberation, the Party and State built a memorial house for comrade Nguyen Nghiem in his hometown in Tan Hoi village, Pho Phong commune, Duc Pho district, now Duc Pho town. The memorial house has been recognized as a provincial historical and cultural relic, a "red address"to educate revolutionary traditions for generations. Many primary schools, secondary schools, streets in the province and some provinces and cities across the country are also named after comrade Nguyen Nghiem.
Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Quang Ngai Province Bui Thi Quynh Van said: Since the founding of the province by Comrade Nguyen Nghiem, the Quang Ngai Party Committee has gone through 20 Congress terms, each Congress is a milestone marking the maturity of the Party Committee. When it was first established, the whole province had only 26 Party cells with 80 Party members. Up to now, the Party organization has developed in all fields, villages and hamlets, with 58 thousand Party members. Throughout the 94 years of construction and development, the Quang Ngai Provincial Party Committee has led the people to overcome many difficulties and challenges; achieved many important results in all fields, gradually rising to become a fairly developed province in all aspects. The achievements that our province has achieved in the past terms are very great and of great significance. This is the result of the attention, leadership, direction, support and assistance of the Central Government, the concentrated leadership and direction with high determination of many generations of provincial leaders, the efforts and endeavors of the entire political system, all levels, sectors, business community and all classes of people, which is a priceless asset for today's and future generations to preserve and continue to promote. On the journey of nearly 100 years, the Quang Ngai Provincial Party Committee has drawn many profound lessons: We must always be steadfast in our goals and ideals, and wholeheartedly follow the path that the Party and Uncle Ho have chosen. In leadership and direction, we must have aspirations, a spirit of striving, innovation and creativity, always upholding the determination to bring Quang Ngai to develop quickly, comprehensively and firmly. In direction and operation, we must both persistently pursue the goals and be flexible and creative to ensure that it is consistent with the development of reality. We must always pay attention to the work of building a strong Party and political system, pay attention to selecting a team of leaders with both virtue and talent, especially the heads of Party committees at all levels, agencies, departments, and localities who must have courage, intelligence, be exemplary, dare to think, dare to do, dare to take responsibility, be dynamic and creative, and have the aspiration to make our homeland develop more strongly. Strictly maintain Party discipline and order, resolutely handle cadres and Party members who violate the Party, and strengthen the people's trust in the Party. But the most important lesson for us today is to "Build a truly united bloc, the more difficult it is, the more united we must be, united within the Party, united within the political system, united among the people, creating the highest consensus among the people; consolidate and foster the flesh-and-blood relationship between the Party and the people, closely and intimately attached, listening to the legitimate thoughts and aspirations of the people to turn them into close and correct policies and guidelines". The Party Committee, Government and People of Quang Ngai province are always deeply aware that the achievements we have today are due to the sacrifices of blood and great efforts of revolutionary elders, previous generations, including comrade Nguyen Nghiem. The revolutionary achievements throughout the struggle to liberate the homeland, build and develop the province after the liberation until now are the premise and great assets for our generations today to continue, continue to preserve, develop and promote to build the province increasingly rich, prosperous, the people have a prosperous and happy life as the goal set out in the Resolution of the 20th Party Congress.
The Party Committee, Government and People of Duc Pho Town, Pho Phong Commune, the hometown of Comrade Nguyen Nghiem, are very proud and always learn from the example of Comrade Nguyen Nghiem, a loyal, talented and extremely brave communist soldier, loyal to the Party, devoted to the people, and who sacrificed heroically for the Party and the people. Generations have joined hands to successfully implement the goal of developing Duc Pho Town by 2030, basically meeting the criteria of a type 3 urban area, an ecological urban area, an administrative- political , economic, cultural and social center of the southern region of Quang Ngai province.
