On May 27, at the National Convention Center, Hanoi, the Vietnam-Asia DX Summit 2025 opened with the theme "Mastering technology - Breakthrough, rise up".

The event, organized by the Vietnam Software and IT Services Association (VINASA), took place on May 27-28, bringing together more than 2,500 delegates, including leaders of agencies, departments, technology enterprises and experts from 22 provinces and cities across the country and 16 countries and economies in the region.

In his opening speech, Mr. Nguyen Van Khoa, Chairman of VINASA and General Director of FPT Corporation, began with inspiration from Resolution 57-NQ/TW of the Politburo - an important first step, or can be called a "midwife" for the development of science and technology enterprises and innovation.

"Never before in the history of development have science, technology and digital transformation been placed in such a central position as they are today in the national development strategy," Mr. Nguyen Van Khoa emphasized.

According to the Chairman of VINASA: "We shape our development strategy based on four pillars, linked to four major Resolutions of the Politburo: Resolution 57-NQ/TW on science and technology development, innovation and digital transformation; Resolution 59-NQ/TW on innovation in foreign affairs activities in the new situation; Resolution 66-NQ/TW on innovation in law making and enforcement; Resolution 68-NQ/TW on developing the private economic sector to become an important driving force of the economy".

Resolution 68-NQ/TW of the Politburo shows a clear commitment to promoting the private economic sector. Currently, Vietnam has about 50,000 enterprises in the technology sector, but the majority are still small and medium-sized enterprises.

In the context of the world's serious shortage of IT human resources, it is forecasted that in the next 10 years, the world will need about half a million more IT engineers. This is a golden opportunity for Vietnam to promote the advantage of a young population, passionate about technology, ready to become a center providing high-quality technology human resources for the world.

Vietnam is becoming an international digital service center, with a large, dynamic IT workforce that meets the demands of demanding markets such as Japan, the US, and Europe. Organizations such as VINASA have been, are, and will continue to provide engineers to these countries – places that are in dire need of young, highly productive human resources.

In the past 5 years, the entrance score for IT universities has always been among the highest, showing the industry's appeal to young people. However, with more than 50,000 businesses and about 1.2 million IT workers today, this number is still modest.

According to estimates, we need at least 2.5 million people to meet growth needs, how to make Vietnamese programming skills and ability to apply artificial intelligence (AI) top in the world, how Vietnam - a low-middle income country, can rise up and occupy the "gap" of the global market.

On behalf of VINASA, Mr. Nguyen Van Khoa proposed that the Government should prioritize investment in strategic infrastructure such as AI and semiconductors, while further promoting the private education sector. If done well, the private education force will produce outstanding results, helping to more closely connect businesses and training, and market demand and human resource capacity.

"I hope the Government will support more strongly the breakthrough proposals from businesses. Vietnam already has many big brands such as Viettel, VNPT, CMC, FPT, and "unicorns" such as VNG, Sky Mavis, Momo, VNPAY. In the future, I hope there will be more Vietnamese brands reaching the world, contributing to the prosperity and self-reliance of the country," said Mr. Khoa.

According to Resolution 57 of the Politburo, Vietnam aims to be in the top 3 in ASEAN and top 50 globally in digital competitiveness and e-government development, with 5 enterprises reaching the world level by 2030 and 10 enterprises by 2045.

By early 2025, Vietnam had more than 54,500 digital technology enterprises. Not only has the number increased, but the capacity of the enterprises has also been affirmed. Some large corporations such as Viettel, FPT, VNPT, MISA, One Mount have taken on the task of investing and developing core technology products to solve some of the country's major problems.

According to the Ministry of Science and Technology, the rate of enterprises using digital platforms increased from 30% (2021) to nearly 70% (2024), digital government is developing strongly with more than 95% of level 4 public services. The digital economy accounts for about 16.5% of GDP in 2024, aiming for 20% of GDP in 2025.

The National Digital Transformation Program and Project 06 on developing applications for population data, identification and electronic authentication have created a revolution in the operations of state agencies. The demand is huge and specific: Building a national database, Digitizing public processes and services: The goal is that by the end of 2025, 100% of eligible administrative procedures will be provided as full-process online public services, developing digital infrastructure for industries...

Meanwhile, the enterprise digital transformation market is expected to explode in the coming time with breakthrough incentive policies to promote digital transformation and technology transformation from the government. Vietnam's digital economic growth rate is expected to reach over 20%/year - mainly driven by the transformation of the business sector.
