According to Lam Dong Provincial Tax Department, by the end of October 2025, the total tax debt in the area was more than 3,630 billion VND, accounting for 14% of the total state budget revenue. Although compared to the end of 2024, the tax debt decreased by about 200 billion VND, compared to 2025, it was still 6% higher than the assigned target.
Discussing the reasons for the increase in tax debt, the leader of Lam Dong Province Tax said that, first of all, it is due to the long-term land rental debt of many businesses. This is followed by late payment fees arising every month, causing the tax debt to increase.
In the field of land rent, there are currently many units in the area that owe taxes, with debts up to hundreds of billions of VND. Thanh Thanh Cong Lam Dong Tourism Company Limited is an example. Currently, the unit owes 108 billion VND in taxes. Of this, the bad debt due to pending debt classification is 98 billion VND. It is known that this company owes land rent for 14.62 hectares of water surface. After many meetings, the unit has committed to pay all land rent before October 31, 2024. That is the commitment, but when the deadline for payment came, the unit did not comply.
The case of Da Lat Urban Services Joint Stock Company is similar. The amount of tax the enterprise owes to the state is 107 billion VND. The reason for the increase in debt is due to land rent and late payment of land rent. Currently, this enterprise has submitted a petition to the Provincial People's Committee to consider the land rent price from 2024, but is waiting for the settlement opinions of related units.
Many other businesses are also in debt for land rent for many years, such as: Loc Son - Phu Hoi Industrial Park Infrastructure Development Company owes more than 40 billion VND; Gia Tue - Lam Dong Tourism Investment and Development Joint Stock Company owes 35 billion VND; Sao Da Lat Joint Stock Company owes more than 17 billion VND....
According to Lam Dong Provincial Tax, currently, in the area, organizations and individuals listed in the group of bad debts are actually no longer able to collect. Meanwhile, according to regulations, tax authorities still calculate late payment fees, so the tax debt increases.
In some cases, there is no information to enforce tax debt collection, which also makes it difficult to coordinate with relevant units to handle. The process of collecting related documents such as business registration certificates, enterprise registration certificates, etc. is very slow, which is also the reason for the increase in tax debt. In addition to land rent debt, currently, land use debt of households and individuals in the area is also relatively large. These two groups alone owe nearly 760 billion VND in tax up to this point.

Resolute in urging and preventing revenue loss
According to Lam Dong Provincial Tax Department, debt management and tax debt enforcement are identified by the entire industry as pillars in implementing the task of collecting the state budget. The tax industry's goal by the end of 2025 is to reduce tax debt to below 5% of total budget revenue.
Determining this, the tax authority has assigned the task of collecting tax debts to the affiliated tax agencies to review and classify tax debts fully. Coordination with related units from the stages of identifying, monitoring, analyzing, comparing and classifying tax debts to urging collection, controlling documents, etc. is carried out more regularly.
The tax sector has proactively coordinated with local authorities, departments and branches to urge effective collection of tax arrears. Every month, the tax authority issues notices of tax arrears to 100% of organizations and individuals who still owe taxes. From here, units grasp and proactively pay tax arrears to the state budget. To limit tax arrears, the tax authority regularly grasps the situation of production and business activities, thereby paying attention to removing obstacles and difficulties for taxpayers. In addition to urging debt collection, the tax authority urges and guides units to prepare documents to resolve exemptions and reductions for businesses eligible for incentives according to regulations. In the first 10 months of 2025 alone, Lam Dong Provincial Tax Department issued 213 decisions to defer tax arrears for taxpayers. The amount of tax arrears that were deferred was 8.9 billion VND.
Inspection and examination work is strictly carried out by tax agencies. In particular, tax agencies focus on areas and subjects with high tax risks. During the inspection and examination process, specialized departments will review expenses and cash flow according to accounts registered with tax agencies. Measures to handle taxpayers with accounts other than those registered with tax agencies are implemented drastically. From here, tax agencies contribute to creating a transparent and equal business environment for taxpayers.
