Today (May 6), the Vietnam Federation of Commerce and Industry (VCCI) announced the PCI 2024.
VCCI Chairman Pham Tan Cong said that this is the final report with all 63 provinces and cities in the ranking, before the rearrangement of provincial administrative units according to the Central Resolution officially implemented from the second half of this year.
The 2024 PCI rankings recorded Hai Phong at the top with 74.84 points. 7/10 areas of Hai Phong's management were recognized by businesses as improved compared to 2023, including: Market entry, land access, transparency, informal costs, fair competition, government dynamism and legal institutions and security and order.

Quang Ninh, despite having a higher score than the previous announcement, could not maintain its top position, with 73.2 points. Localities that have held high positions for many years such as Long An (72.64 points) and Bac Giang (71.24 points) continued to be in the top group of the rankings. For the first time, Hung Yen appeared in the Top 10.
With the city rising to the top of the PCI rankings for the first time, Mr. Le Tien Chau - Secretary of the Hai Phong City Party Committee - said that the locality has issued many administrative reform plans; thoroughly implemented the assignment of specific tasks associated with the personal responsibilities of each cadre and party member, following the motto "clear people, clear work, clear time, clear responsibility, clear products, clear authority"; regularly dialogued with the business community...
“Hai Phong is determined to be a pioneer in proposing new things, doing difficult things, thereby paving the way for the whole country,” said Mr. Chau, adding that the city also proposed establishing a new generation free trade zone this year. Special and outstanding mechanisms and policies are established according to the model of “one declaration, one inspection and one approval” according to international standards. Hai Phong aims for a growth target of 15-16% in the 2026-2030 period.

Mr. Tuan also frankly pointed out that the dynamism and pioneering nature of provincial governments, which are the driving force behind reforms, are showing signs of slowing down. The quality of administrative procedures is still “negative”, and unofficial costs are showing signs of returning.
Last year, 37% of businesses said they had informal costs, a slight increase compared to the 33% result in 2023. In particular, areas with a high rate of businesses having to pay informal costs include inspection - examination, conditional business procedures, land procedures, etc.
Noting the overall picture of PCI 2024, the Deputy Secretary General of VCCI pointed out the trend of continuous improvement in governance quality at the local level. “The median score of this year’s annual PCI reached 67.67 points - the highest level since we started the survey nearly 20 years ago. The original PCI in 2024 reached 68.18 points, an increase of 1.6 points compared to 2023,” said Mr. Tuan.
