For the first time, school library and medical staff are proposed to receive allowances.

The Ministry of Education and Training proposes that positions such as librarians, clerks, school health workers, etc. will receive a support allowance of 15-25% per month.

According to the draft Decree regulating preferential allowances for civil servants and employees in public educational institutions, which is being widely consulted by the Ministry of Education and Training , for the first time school staff will receive allowances.

Specifically, 15% for support and service positions; 20% for general professional titles; 25% for specialized titles, to recognize their important role in the overall development ofthe education sector. These positions include librarians, clerks, school health workers, psychological counselors, accountants, etc.

Explaining the proposal to increase allowances for these positions, the Ministry of Education and Training said that this group receives the lowest salary in the salary scale of officials, civil servants, and public employees, and does not have the opportunity to be promoted in their professional titles.

This is one of the reasons why schools find it difficult to recruit positions to support teaching and learning activities, education is not adequate, timely and ensures the required quality.

The above shortcomings reduce motivation to stick with the profession, affect the quality of education and the stability of the education sector's human resources, requiring a new regulation to ensure fairness and more effective support.

The draft decree also increases the allowance for preschool teachers in favorable areas to 45%, and in areas with difficult socio-economic conditions to 80%. The reason is that currently, the total income of teachers at this level is not commensurate with the characteristics and complexity of professional activities.

"Preschool teachers have to care for and educate children from 3 months to 6 years old, requiring high concentration to ensure safety and attract children's attention, often working 9-10 hours a day," the Ministry stated.

Currently, preschool teachers have the lowest income compared to other levels of education. With a starting salary coefficient of 2.1 and a 35% allowance, the total income of a new teacher is about 6.63 million VND per month. This is the main reason for the high rate of resignation at this level. From August 2023 to April 2024, more than 1,600 preschool teachers quit their jobs.
