Spreading emulation movements from practical activities

The Vietnam Bank for Social Policies (VBSP) Lam Dong Branch has gone through 5 years in the general context of the country facing many difficulties and challenges. However, with the spirit of "Emulation is patriotism, patriotism requires emulation", the VBSP Lam Dong Branch continues to promote the tradition of solidarity, high determination, always proactive, creative, well implementing social policy credit, contributing significantly to the socio-economic development of the locality.

Every year, based on the emulation launching documents of the Vietnam Bank for Social Policies, the Trade Union of the Vietnam Bank for Social Policies and the Lam Dong Banking Industry Emulation Cluster, the Lam Dong Branch of the Vietnam Bank for Social Policies has organized the signing of emulation agreements between functional departments and transaction offices in the whole province; at the same time, launched emulation movements right from the beginning of the year, such as: "Good worker, creative worker", "Good at banking, good at housework", "Studying and following the ideology, morality and style of Ho Chi Minh ", "The whole country joins hands to build new rural areas", "The whole country joins hands for the poor - No one is left behind"... In order for the movements to be implemented effectively, creating a spreading effect in each collective, the Trade Union of the Lam Dong Branch of the Vietnam Bank for Social Policies has closely followed the documents, launched short-term emulation movements, emulation by topic..., creating conditions for workers to respond and participate; Develop specific competition criteria and quantify them into scales and scores, as a basis for considering rewards, ensuring strictness and fairness...

Emulation movements have encouraged and spread good practices, bringing about many practical results, contributing to mobilizing resources from the whole society to implement policy credit. As of April 30, 2025, the targets of the Lam Dong Provincial Branch of the Vietnam Bank for Social Policies have had positive results: total capital reached over 6,441.8 billion VND, up 4.6% compared to the beginning of the year; of which, deposits from organizations and individuals were 552.5 billion VND, up 8.1% compared to the beginning of the year, accounting for 8.6% of total capital; deposits from members of the Savings and Loan Group were 398.3 billion VND, up 2.5% compared to the beginning of the year, accounting for 6.2% of total capital; the ratio of deposit balance to total outstanding debt was 6.2%; Capital entrusted from local budgets reached 838.2 billion VND, 27% compared to the beginning of the year, accounting for 13% of total capital; and balanced capital from the Central Government was 4,652.7 billion VND, up 1.2% compared to the beginning of the year, accounting for 72.2% of total capital.

Policy credit programs in the past 5 years have helped more than 20.9 thousand households overcome the poverty line; attracted and created jobs for 29.6 thousand workers; 15.5 times students in difficult circumstances received loans for studying; built over 56 thousand clean water and rural environmental sanitation works; built 598 houses for poor households, more than 1,270 households in ethnic minority and mountainous areas and 175 people who have completed their prison sentences received loans. Policy credit has been deployed for lending in all villages and residential groups in the province and prioritized lending to poor households, ethnic minority households, remote and extremely disadvantaged communes, communes building new rural areas, etc.

Through policy credit capital, it has contributed to reducing the poverty rate in Lam Dong province by the end of 2024 to 0.64% (down 0.45% compared to 2020). The total outstanding policy credit balance by April 30, 2025 reached over VND 6,427 billion/100,128 borrowing households, an increase of 4.5% compared to the beginning of the year. Emulation movements also help improve credit quality, reduce overdue debt, reduce debt suspension and prevent debt appropriation. In particular, the debt repayment awareness of borrowing households after receiving loans has been significantly improved, reflected in the increase in debt recovery and annual interest collection rates, currently both of these indicators are over 99%.

In addition to performing professional tasks, in recent years, the Branch's leadership has always been interested in encouraging and motivating collectives and individuals to actively research and implement scientific topics and initiatives to apply in practice to improve work efficiency. In the past 5 years, 408 staff have participated in scientific research with 3 topics and 78 initiatives accepted, typically: the initiative to organize "Savings Month to join hands for the poor", the topic "Building a model commune transaction point", the initiative "Digitizing work records related to party and union work", the topic "Effectively deploying the application of VBSP SmartBanking at the Lam Dong Provincial Bank for Social Policies Branch"...

The Emulation and Reward Council regularly coordinates with the Party Committee, professional organizations and unions to focus on discovering and replicating advanced models, popularizing the example of "Good People - Good Deeds" in conferences and on the internal website of the Branch, building advanced models for the period 2020 - 2025 at the VBSP system level for 15 collectives and 86 individuals; and, 8 collectives and 66 individuals of the VBSP Branch in Lam Dong province were commended at the Conference to commend excellent workers, creative workers, and commend advanced models for the period 2020 - 2025.
