Attending and directing the ceremony were comrade Pham Thi Thanh Tra, member of the Party Central Committee, Minister of Home Affairs, Deputy Head of the Central Organizing Committee, Deputy Head of the Standing Committee of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model of the Government; comrade Tran Tien Hung, member of the Party Central Committee, Deputy Head of the Central Inspection Committee , and leaders of central and Lang Son provincial departments and branches.
The ceremony was held in person and online at 65 communes and wards in Lang Son province.
At the ceremony, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lang Son province announced Resolution No. 1672 dated June 16, 2025 of the National Assembly Standing Committee on Lang Son province in 2025. Accordingly, the entire Lang Son province will reorganize 194 commune-level administrative units into 65 grassroots-level administrative units.
During the program, the leaders of Lang Son Provincial Party Committee also announced the decisions to establish Party Committees at the commune and ward levels as well as appoint personnel for Party Committees, leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at 65 administrative units of communes and wards across the province.
In his speech, the Minister of Home Affairs highly appreciated the serious, scientific, synchronous and comprehensive approach, contributing to ensuring stability in organization, ideology and social life in the process of arrangement as well as the implementation of the 2-level local government model of Lang Son province.
To operate the new apparatus smoothly, effectively and efficiently, he suggested: Each cadre, civil servant and public employee must be ready with a sense of responsibility, innovation, dynamism, creativity, and serve the people well from the first day of operation so that the people are excited and confident in the comprehensive change of the new administrative institution.
The Party Committee and authorities at all levels of Lang Son province need to continue to review, supplement and improve working conditions and serve people at offices from the province to the grassroots level; promptly report and remove difficulties in the process of operating new institutions; promote and enhance digital transformation, apply information technology, thereby reducing time and costs, improving the quality of online public service provision to ensure publicity, transparency and convenience for people and businesses.
Party committees at all levels focus highly, quickly, synchronously and effectively deploy tasks to prepare and organize party congresses at all levels towards the 14th National Party Congress; develop and deploy programs and plans to implement resolutions of the "strategic quartet" nature as well as strive to excellently complete socio-economic development tasks in 2025 and the 5-year plan for 2021-2025.
He emphasized that the Party Committee and authorities at all levels of Lang Son province continue to maintain political security, social order and care for people's lives; promote patriotic emulation movements, create a vibrant atmosphere in the political system and the entire population, pay attention to improving the quality of material and spiritual life so that people can feel the benefits from the arrangement of administrative units, deploy the 2-level local government model close to the people, serve the people better.
At the same time, he suggested that Lang Son province continue to do a good job of propaganda, create consensus and high unanimity in the whole society, do a good job of ideological work so that the entire Party, the entire army and the entire people in the province can join hands and join forces to embark on a new development journey with a bright future for a rich and prosperous Lang Son, contributing to the overall development of the country.
Speaking at the ceremony, comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province, on behalf of the Party Committee, government and people of the province, fully accepted the profound and comprehensive direction of the Minister of Home Affairs.
In order for the new apparatus to quickly come into effective operation, Lang Son province focuses on quickly stabilizing the organizational apparatus, clearly assigning tasks; promptly perfecting organizations in the political system, upholding the Party's leadership principles, principles of organizing Party activities, promoting the exemplary role of cadres and Party members, and building a clean and strong Party organization.
The Party Committees and authorities of Lang Son province's communes determined to strengthen discipline in Party organizations and public service activities, promote the responsibility of leaders, proactively grasp thoughts and aspirations, and promptly resolve problems arising from reality.
After the ceremony, relevant agencies and units in Lang Son province will continue to coordinate to resolve matters related to public assets, finance, assets, records, documents, and seals; advise on the issuance of regulations and instructions on functions, tasks, and settlement of regimes and policies for retired cadres to ensure timely and proper implementation.
