City leaders listen to the report on the Plan for site clearance and construction of resettlement areas to serve the Lao Cai - Hanoi - Hai Phong railway project.

(Haiphong.gov.vn) – On the morning of June 5, Vice Chairman of the City People's Committee Nguyen Duc Tho chaired a meeting to listen to the report on the Site Clearance Plan for the Lao Cai-Hanoi-Hai Phong Railway Construction Investment Project through Hai Phong City and the Resettlement Areas serving the Project. The Lao Cai – Hanoi – Hai Phong railway construction investment project through the city has a total length of 48.92km, passing through the districts of An Lao, Kien Thuy, Duong Kinh, Do Son, Hai An, Cat Hai with an expected land acquisition area of ​​405.9 hectares, involving 30 organizations with an area of ​​213.34 hectares; 2,786 households and individuals with an area of ​​184.11 hectares; the number of households that must be resettled is 1,330 households.

Regarding the construction of resettlement areas to accommodate households whose land is recovered to implement the Project, in An Lao district, 03 resettlement areas will be built with a total area of ​​nearly 9 hectares, expected to accommodate about 454 households; Kien Thuy district will build 05 resettlement areas with an area of ​​more than 15 hectares, meeting the needs of about 610 households; Duong Kinh district will build 01 resettlement area of ​​7.48 hectares, serving about 490 households.

To complete the site clearance work in August 2025, the City People's Committee requires localities where the Project passes through to mobilize the entire political system to take part, to grasp each household whose land is recovered. Propaganda and mobilization need to be stepped up so that people clearly understand the compensation and support policies and handover of the site on schedule. Districts must develop detailed plans for land recovery and compensation, organize meetings with people to publicize the plan, promptly receive and resolve people's opinions and recommendations. Along with that, specialized agencies need to urgently carry out all inventory procedures, develop compensation plans and organize site handover in accordance with regulations.

Concluding the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho highly appreciated the active participation and efforts of localities, departments and branches in the past time, however, this is only the first step. The Vice Chairman stated that this Project has a huge amount of work, urgent implementation time, high quality requirements, and must be carried out in parallel with many other tasks. The City has established a Steering Committee for Site Clearance headed by the Secretary of the City Party Committee, which demonstrates high political determination in implementing the Project.

In that spirit, the city has developed a Plan for implementing compensation, support and resettlement, with the goal of striving to complete site clearance work in August 2025, and is expected to start the Project on December 2025.

For the Hai Phong Traffic and Agricultural Construction Investment Project Management Board assigned as the Investor of resettlement area construction projects, the time for preparing and submitting resettlement area construction projects must be agreed upon before June 12, 2025.

The Vice Chairman requested that the Departments and branches focus on this task, allocate sufficient capital, and ensure progress. At the same time, coordinate closely with relevant units to organize the relocation of technical infrastructure works according to plan.

The Vice Chairman also requested the Propaganda Department, the Mass Mobilization Department, the Vietnam Fatherland Front Committee of the city and other organizations to coordinate with the Steering Committee to propagate and mobilize the people, provide timely and complete information so that people can clearly understand the meaning and importance of the Project. Thereby, creating high consensus in society, strictly complying with legal regulations, not allowing illegal construction, taking advantage of policies in compensation, support and resettlement.

The Vice Chairman said that the city has also established a specialized working group to promptly resolve any problems arising during the implementation of the project./.
