Close to people, close to the base
Ms. Trieu Thi Hoa in Coc Lay village, Ban Lau commune, came to the commune's Public Administration Service Center (located at the former Ban Sen commune headquarters) to certify her job application and shared: "Before coming here, I was a bit worried because Ban Lau commune had just started operating so my application might have to be processed more slowly, but in reality, the opposite was true, everything happened very quickly and conveniently."
Ban Lau Commune (new) was formed from the merger of Ban Sen, Lung Vai and Ban Lau communes (formerly Muong Khuong district) with a population of over 18,000 people. Immediately after the decision to establish, the Commune People's Council held the first meeting, issued a resolution on the establishment of specialized departments and the Public Administration Service Center; the Commune People's Committee issued a decision to establish and arrange a team of qualified staff, knowledgeable about local customs and practices to immediately start working.
Ms. Le Thi Thanh Mai, a specialist at the Ban Lau Commune Public Administration Service Center, said: “I used to be a judicial officer in Lung Vai Commune (formerly). After the merger, I was assigned to work at the Public Administration Service Center. I myself have proactively approached the work, ensuring the best service for the people. Along with that, I also researched and read more guidance documents to handle administrative procedures in accordance with regulations.”
According to Mr. Giang Trung Dung, Chairman of the People's Committee of Ban Lau Commune, every day, the commune leaders request the Public Administration Service Center to report on the situation to promptly remove obstacles, as well as orient the work for the next day. At the same time, the commune government directs the Community Digital Technology Teams to regularly go to the grassroots to propagate to people to understand the regulations and requirements for each administrative procedure; guide people to perform operations, procedures, and online services to reduce travel time.
In Coc San commune, immediately after the local government apparatus was established, the leaders of the Party Committee, People's Council, and People's Committee of the commune immediately started to implement tasks to ensure the apparatus operated smoothly. Along with that, the commune leaders also went directly to the grassroots to grasp the situation and aspirations of the people.
Secretary of the Party Committee of Coc San Commune Dang Cong Hai said: Right before the announcement of the establishment of Coc San Commune (new), the comrades who were expected to be assigned to the unit organized meetings and discussions; at the same time, the apparatus was tested so that it could be put into operation immediately on July 1. Therefore, at present, the work in the commune is basically guaranteed according to the set schedule. Difficulties in handling administrative procedures for people have also been resolved. The Party Committee, People's Council, and People's Committee of the commune also directed the strengthening of the application of digital transformation to improve work efficiency...
On July 1, through grassroots activities, the commune leaders directed specialized agencies to promptly move a number of households at risk of being affected by landslides to a safe place; at the same time, coordinate with related units to quickly take measures to handle the situation...
Ensure smooth and efficient operations
In Lao Cai province, Cam Duong ward was established by merging the entire natural area and population of seven commune-level administrative units of the former Lao Cai city, including Xuan Tang, Pom Han, Bac Cuong, Nam Cuong, Bac Lenh, Binh Minh wards and Cam Duong commune. The ward has a natural area of 59.9 km2 and a population of 67,877 people. With the motto "close to the people, for the people", Cam Duong ward has selected cadres with high professional experience, good communication skills and good moral qualities to work at the Public Administration Service Center; at the same time, two more reception and result return points have been arranged to serve the people.
Excited after completing the procedures to change the land use purpose at the reception and return of results point of Cam Duong Ward Public Administration Service Center, Ms. Dinh Thi Tam, residing in Group 13 shared: “Because I did not research carefully, I had to go back and forth twice to complete the documents. However, the reception and return of results point of the center is arranged reasonably, so the travel distance is much shorter. After being guided by the staff here and completing the documents, I was able to leave within 30 minutes.”
According to statistics, in three days (July 1, 2 and 3), Cam Duong Ward Public Administration Service Center resolved administrative procedures for nearly 200 people, including many procedures that previously required going to many levels and took a lot of time, but now have been resolved quickly.
Cam Duong Ward Party Secretary Vu Hung Dung said: With the spirit of being close to the people to serve, the ward staff always listens to the people to promptly remove difficulties in handling administrative procedures, how to make the work be deployed quickly, transparently, not making anyone wait; serving the people wholeheartedly and responsibly.
In Lao Cai ward, comrade Nguyen Quoc Huy, Secretary of the ward Party Committee, said: The unit always determines to take the people as the root, to serve the people and businesses as a continuous process, determined not to break the chain of activities, ensuring the best service to the people. Although there are still some difficulties such as procedures for digital signatures, financial work, ... but local leaders have promptly resolved them.
