Lao Cai deploys Plan to collect opinions on draft Resolution amending and supplementing a number of articles of the 2013 Constitution

The conference was organized in a combination of in-person and online formats, from the provincial bridge to localities in Lao Cai province.

At the Conference, leaders of the Department of Justice of Lao Cai province thoroughly grasped the content of the Plan to organize the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; announced the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

Leaders of Lao Cai Newspaper reported on the planned information and propaganda work on the press and media about the policy and orientation to amend and supplement a number of articles of the 2013 Constitution; the Provincial Police thoroughly grasped the content of collecting public opinions on the draft amendment to the Constitution on the VNeID application; introduced the convenient process of collecting public opinions on the content of the amendment to the Constitution on VNeID.

Speaking at the Conference, Comrade Hoang Quoc Khanh, Permanent Vice Chairman of Lao Cai Provincial People's Committee, said that amending the 2013 Constitution is very necessary. This amendment is a correct decision, demonstrating the strategic vision and strong determination for innovation of the Party and State.

The changes not only aim to overcome practical shortcomings, streamline the apparatus, and improve the effectiveness and efficiency of state management, but also aim to better promote people's mastery, strengthen national solidarity, and create new momentum for the country's sustainable development.

In the history of our country's Constitution, the drafting, promulgation or amendment and supplementation of a number of articles of the Constitution have always been conducted by collecting public opinions. Collecting public opinions aims to gather the broad wisdom of the entire population; contributing to making the Constitution fully reflect the will and aspirations of the people.

Based on the documents issued by the Central Government, the People's Committee of Lao Cai province issued Plan No. 209/KH-UBND dated May 8, 2025 to organize the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam 2013, ensuring that the collection of opinions in the province is carried out synchronously, scientifically , effectively, attracting the participation of the people. This process must be carried out carefully, scientifically, publicly and democratically.

In particular, people's opinions must be collected and synthesized fully and accurately; improving the quality of the draft amendment to the 2013 Constitution.

Comrade Hoang Quoc Khanh, Permanent Vice Chairman of Lao Cai Provincial People's Committee spoke at the Conference.

Comrade Hoang Quoc Khanh, Vice Chairman of the Provincial People's Committee, also requested that agencies and units fully and deeply understand the importance of implementing and contributing opinions to the National Assembly's Resolution amending and supplementing a number of articles of the 2013 Constitution; considering this a key political task, demonstrating the responsibility of cadres, civil servants, public employees and workers for the cause of building and perfecting the socialist rule-of-law State, meeting the requirements of national development in the new period.

During the process of organizing the consultation, it is necessary to ensure national defense, political security, social order and safety; closely coordinate between agencies and units; promptly fight against, prevent and stop all acts of taking advantage of democracy to sabotage and propagate distortions of the Party's guidelines and policies and the State's policies and laws.

Delegates contributed opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

According to plan, Lao Cai province will complete collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution before May 30.
