Deputy Prime Minister Mai Van Chinh has just signed Decision No. 1182/QD-TTg to establish the State Appraisal Council to organize the appraisal of the Feasibility Study Report of the National Target Program on Cultural Development for the 2025-2035 period, phase 1 from 2025-2030.
The Minister of Finance is the Chairman of the Council. The Vice Chairman of the Council is the Deputy Minister of Finance.
The Council members include leaders of the Ministries of Culture, Sports and Tourism; National Defense; Public Security; Justice; Agriculture and Environment; Industry and Trade; Construction; Education and Training; Home Affairs; Health; Science and Technology; Foreign Affairs ; Ethnicity and Religion; leaders of the State Bank of Vietnam and the Central Committee of the Vietnam Fatherland Front.
The Ministry of Finance is the standing body of the State Appraisal Council.
The State Appraisal Council established an interdisciplinary appraisal expert team to assist the Council in performing appraisal work.
Duties and powers
The Appraisal Council is responsible for organizing the appraisal of the Program's Feasibility Study Report, submitting it to the Prime Minister for consideration and investment decision; requesting the agency assigned to prepare the Program's Feasibility Study Report to provide documents and information related to the Program to serve the appraisal work; when necessary, requesting amendments and supplements to the dossier to meet the appraisal requirements; reviewing and deciding on the appraisal plan and other related issues during the appraisal process of the Program's Feasibility Study Report.
The State Appraisal Council works collectively under the direction of the Council Chairman.
Responsibilities of the Chairman, Vice Chairman and members of the Council
The Chairman of the Council is responsible for organizing the appraisal and appraisal activities according to assigned tasks, the Council's opinions on the appraisal results, conclusions and recommendations on the contents of the Program's Feasibility Study Report; deciding to establish an interdisciplinary appraisal expert team according to appraisal work requirements; reviewing and approving the appraisal plan after Council members have given their opinions, deciding to convene Council meetings, chairing meetings, and assigning responsibilities to the Vice Chairman and Council members.
If necessary, the Chairman of the Council may authorize the Vice Chairman of the Council to convene and chair Council meetings or report to the Government or Prime Minister on certain contents or tasks directly handled by the Vice Chairman.
The Vice Chairman of the Council assists the Chairman of the Council in organizing the working apparatus, directing the activities of the Council, monitoring and implementing the tasks of the Council assigned by the Chairman of the Council, regularly reporting on the situation and results of the Council's implementation. The Vice Chairman of the Council, on behalf of the Chairman of the Council, decides on issues related to the implementation and management of the Council's work when authorized by the Chairman of the Council; assists the Chairman of the Council in reviewing and evaluating professional reports and other activities of the Council; directly directs the Interdisciplinary Appraisal Expert Group to perform assigned tasks.
The Council members review and give opinions on the contents of the appraisal of the Feasibility Study Report of the Program in the areas under the functions and tasks of the Ministry, agency and locality under the responsibility of the Council member and on general issues of the Program; assist the Council in organizing expert forces, working facilities, research facilities (Ministries, agencies) under the management of that member to complete the assigned tasks.
Members attend all Council meetings, exchange opinions on the contents of consideration, appraisal and vote on the conclusions of the State Appraisal Council. In special cases where they cannot attend the meeting, Council members must give their opinions in writing and authorize a representative to attend.
Agencies with members of the State Appraisal Council must send a written request to the Council's standing agency (Ministry of Finance) before June 21, 2025./.
