Attending the meeting were representatives of the leaders of the Project Management Board - Construction Investment of Phan Thiet City, the Land Fund Development Center of Phan Thiet City, representatives of relevant departments and offices of the city; leaders of the People's Committee of Phu Tai Ward and households whose land was recovered under the Ca Ty River Apartment project, Phu Tai Ward.

At the consultation session, the representative of the consulting unit explained the reasons for adjusting the planning. Accordingly, on June 12, 2023, the City People's Committee issued Decision No. 3234/QD-UBND approving the detailed planning of the Ca Ty River Apartment project, Phu Tai Ward, in which the planned residential land area is 75m2. On November 28, 2024, the City Land Fund Development Center coordinated with the Investor, Phu Tai Ward People's Committee and related units to organize a meeting for people to approve. However, at the meeting, the majority of households did not agree on the resettlement arrangement with an area of 75m2 according to the draft plan (people said that the recovered area was 100m2 of residential land, when receiving resettlement land with only 75m2, it was not guaranteed according to regulations, not fair or better than the old place of residence (according to Resolution No. 18-NQ/TW dated June 16, 2022 of the Central Executive Committee).

Therefore, in order to speed up the progress of compensation, support and resettlement of the project according to the direction of the Provincial People's Committee, the Local Adjustment of the Detailed Planning Project of Ca Ty River Apartment, Phan Thiet City, scale 1/500 is very necessary. Therefore, the content of the planning adjustment will be locally adjusted (from Dong Da Street to Tran Dang Ninh Street) with the land area in subdivision C of about 3,311 m2. The current status of the adjusted land is mainly vacant land. In addition, the land plots will be converted in the direction of increasing the area of resettlement subdivision land from 75 m2/plot to 100 m2/plot (changing from 44 plots to 33 plots) and taking the frontage of Phan Dinh Giot Street as the main facade for subdivision.



At the meeting, the majority of people expressed their opinion that this is a social security project, so they requested the relevant authorities to pay attention to the recovery, compensation, and resettlement arrangements early to stabilize their lives. At the same time, they requested the leaders of Phan Thiet City to answer the questions and recommendations of the people in previous meetings in a satisfactory manner... Some people said that adjusting the area from 75m2 to 100m2/lot is reasonable, but it is necessary to adjust the overall project and specifically announce the land price, resettlement location as well as detailed project information so that people can grasp it promptly...


Representatives of the Phan Thiet City Project Management Board have fully received the people's recommendations and will synthesize and send them to the competent authorities.
The Ca Ty River Apartment Project, Phan Thiet City is invested with the aim of serving the resettlement needs of households subject to land acquisition and relocation to implement the Ca Ty River Embankment Project (from Duc Thanh Bridge to Ung Van Khiem Street), and at the same time resettling other projects in the city to create landscapes and urban embellishment. This project has a land use area of 63,949 m2 with a total investment of nearly 800 billion VND from the local budget.
