Loc Ha focuses on mobilizing resources to build cultural facilities.

Localities in Loc Ha district ( Ha Tinh ) have focused on completing the cultural infrastructure criteria (criterion number 6 in building new rural areas), contributing to improving the lives and spiritual activities of the people.

Recently, the Party Committee, the government of Thach Chau commune and the people of Hong Lac village happily cut the ribbon to inaugurate the intellectual house in the campus of the village cultural house. This project is 100 square ^meters wide, the commune invested more than 650 million VND in construction, has more than 2,000 books of all kinds and is fully equipped with tables, chairs, computers, projectors, and charts.

The village cultural house has a capacity of 150 seats and a volleyball court, badminton court, sports area, entertainment area for the elderly, children... This is considered an ideal living space for villagers, a highlight in the system of cultural facilities at the grassroots level as well as in building cultural life in residential areas.

Chairman of Thach Chau Commune People's Committee Le Van Thong said: "Along with the newly inaugurated intellectual house, from 2012 up to now, the whole commune has allocated the budget, mobilized the people, and called on children far from home to raise more than 12 billion VND to implement criterion No. 6. This source of funding is used to build a new communal cultural house and help 11 villages upgrade the cultural house, renovate the campus, build entertainment areas, build sports areas, purchase equipment in the meeting hall... Completing the criteria of cultural facilities has contributed to bringing Thach Chau to the top of the province's NTM finish line early (in 2014), reaching the advanced NTM standard (in 2020) and is striving to reach the model standard (by the end of this year)".

The system of sports grounds is quite complete and spacious in Loc Ha, meeting the living and training needs of the people.

Implementing the new rural construction program, over the past 12 years, Loc Ha has mobilized about 160 billion VND and tens of thousands of working days to invest in construction and purchase equipment to upgrade and complete the cultural infrastructure system (about 93 billion VND in the period from 2020 to now); in which, many localities have performed well such as: Thach Chau, Mai Phu, Hong Loc, Thinh Loc, Ich Hau...

From mobilized resources, Loc Ha has built a new District Cultural - Communication Center (expected to be completed by the end of November 2023); built and upgraded 7 cultural houses, 7 commune sports areas; built and upgraded 82 cultural houses, 82 village sports fields; built 4 community cultural houses combined with storm and flood prevention...

On weekends, soldiers and civilians joined forces to renovate and upgrade the cultural house of Dong Son village (Mai Phu commune).

Mr. Dao Anh Van - Chairman of the Farmers' Association of Mai Phu commune informed: "In the final stage of the NTM (from 2018 to now), the locality has allocated more than 4 billion VND to build and "upgrade" the cultural infrastructure system. Thanks to that, the cultural house, sports area, entertainment area for the elderly and children of the commune have been built spaciously, arranged with enough functional works. 7/7 village cultural houses have been upgraded and arranged with enough auxiliary works (restrooms, flagpoles, radio stations, campuses, flower gardens, gates, fences ...), installed with enough equipment (bookcases, receptions, tables and chairs, speakers, electricity and water to serve the activities of the residential area ...) according to the model regulations of the Ministry of Culture, Sports and Tourism ".

Loc Ha District Cultural and Communication Center is under urgent construction to be put into use soon.

Head of the Department of Culture - Information and Director of the Center for Culture - Communication of Loc Ha district Nguyen Thi Phuong Loan said that currently, 100% of communes and towns in Loc Ha have cultural houses with a capacity of 150 - 250 seats, 12 communal stadiums with a capacity of over 10,000 ^m2 , 12 communal sports areas with a capacity of over 2,000 ^m2 , and 13 entertainment spots for the elderly and children near the commune center. All communal cultural - sports centers are near the administrative center and are fully equipped with functional rooms and auxiliary works. In addition, 100% of villages and residential groups have cultural houses, standard sports areas, green fences, trees, auxiliary works, outdoor entertainment equipment, stages, bookshelves, festivals, lighting... ensuring to attract people to participate in regular activities.

“Thanks to the investment, up to now, the cultural infrastructure system in the area has been basically completed, meeting the requirements. Recently, the inspection team of the Department of Culture, Sports and Tourism has inspected, evaluated and recognized the district as meeting the NTM standards in terms of cultural infrastructure and cultural criteria” - Ms. Nguyen Thi Phuong Loan added.
