Attending the congress were leaders of the Party Committees of several communes; representatives of leaders of several provincial Party committees and 140 official delegates representing 436 Party members of the entire Party Committee of the commune.
Loi Bac commune was merged from San Vien commune and the old Loi Bac commune, with adjacent geographical location, similar in history, tradition, culture, ethnicity, religion, beliefs, customs and practices. Loi Bac commune Party Committee currently has 29 affiliated Party cells with 436 Party members.
After 5 years of implementing the Resolution of the Congress for the 2020 - 2025 term, the Party Committee, government and people in the commune have united, achieved and exceeded the set targets.
During the past term, the work of building the Party and the political system achieved many important results, contributing to improving the leadership capacity and fighting strength of Party committees and organizations, and the quality of cadres and Party members. The activities of authorities at all levels from commune to village have many innovations, improving effectiveness and efficiency; administrative reform, discipline and order implementation have many clear changes. The commune's economic situation continues to develop; infrastructure for health, education, transportation, and irrigation receive investment attention from superiors; the development index of some key economic sectors such as agricultural production, forestry, and services continues to develop. Thereby, the material and spiritual life of the people is improved, the average income per capita increases from 23 million VND in 2020 to 43 million VND per person in 2025...
At the congress, delegates discussed and clarified the results achieved in various fields as well as proposed directions and solutions to effectively implement the goals and targets in the coming term. At the same time, delegates also voted to approve the report on their participation in contributing comments to the draft documents submitted to the congress at higher levels.
The Congress also heard the announcement of the decision of the Provincial Party Standing Committee on the appointment of the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of Loi Bac Commune Party Committee for the 2025 - 2030 term. Comrade Hoang Hong Diep was appointed to hold the position of Secretary of Loi Bac Commune Party Committee for the 2025 - 2030 term (before July 1, 2025, he held the position of Chairman of the Inspection Committee of Loc Binh District).
Speaking at the congress, comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, praised the results achieved by the Party Committee, government and people of Loi Bac commune in the past time.
Entering the new term, he suggested: The commune quickly stabilizes the organization, builds solidarity and unity in the entire Party Committee; the commune specifies projects, plans, and key tasks that need to be implemented to successfully implement the goals of the congress resolution with the spirit of "clear people, clear work, clear responsibilities, clear products, specific results, clear deadlines"; needs to pay more attention to social security work, sustainable poverty reduction, people's health care, cultural and educational development; promote comprehensive digital transformation. At the same time, pay attention to improving the operational efficiency of the Commune Public Administration Service Center, providing 100% of online public services with full process conditions; strengthen the building of a clean and strong Party and political system associated with promoting administrative reform within the Party; strengthen the work of ensuring national defense - security, maintaining social order and safety...
In the program, delegates voted to pass the Resolution of the Commune Party Congress for the 2025 - 2030 term with the main targets such as: the rate of party members evaluated and classified as having completed their tasks well or better annually reaches 90%; the state budget revenue in the area increases by an average of 10% or more; by 2030, the whole commune will have 44 km/47.3 km of paved commune roads; 18/18 villages will have car roads to the center; afforestation will reach 120 ha/year; the forest coverage rate by 2030 will reach 58.62%; striving for average income per capita by 2030 to increase by about 31% compared to 2025, reaching 48 million VND/person; 76% of workers will be trained; building 2 schools that meet national standards; the multidimensional poverty rate will decrease by 2% or more/year...
