On October 15, the Long An Department of Transport announced that the Provincial People's Committee had concluded and assigned the Department of Natural Resources and Environment and the Ben Luc District People's Committee to urgently compensate and clear the site for the resettlement project of Provincial Road 830E and the urban development of Thanh Phu commune.
This project is invested by the Center for Land Fund Development and Natural Resources and Environment Services - Department of Natural Resources and Environment.
Resettlement area of provincial road 830E and urban development of Thanh Phu commune, about 100ha, has not been built yet.
Accordingly, the Provincial People's Committee directed the Center for Land Fund Development and Natural Resources and Environment Services to complete the documents and procedures for project bidding by November 2024.
Construction will begin in December 2024 and the Thanh Phu resettlement and urban development project will be completed by the end of the first quarter of 2025, and the plots of land will be handed over to residents in the second quarter of 2025.
The project has a total area of about 100 hectares in Tan Long hamlet, Thanh Phu commune, Ben Luc district (Long An) with 453 affected households. By early October 2024, compensation and site clearance had been paid to 399 households with a total amount of VND 1,356 billion.
According to the Center for Land Fund Development and Natural Resources and Environment Services, there are currently 54 households that have not paid compensation and site clearance.
Of these, there are 9 cases where there have been decisions on compulsory land acquisition, 22 cases where there have been documents requesting the issuance of decisions on compulsory land acquisition, three cases where the owner is absent from the inventory, four cases where adjustments are being made to the land acquisition decisions and compensation decisions, and the remaining 16 cases continue to mobilize to receive money.
Mr. Le Thanh Ut, Chairman of Ben Luc District People's Committee, Long An, said that the provincial road 830E project connecting Ho Chi Minh City - Trung Luong expressway has 878 households in An Thanh, Thanh Phu, Long Hiep communes, Ben Luc town affected.
To date, the district has paid 780 households, with a total amount of more than 1,395 billion VND. Currently, there are 98 households that have not agreed to receive the money and are complaining about the price.
The contractor is constructing the overpass of the provincial road 830E project connecting Ho Chi Minh City - Trung Luong expressway.
The local government has considered 295 cases eligible for resettlement with land plots, and 107 households with money. However, the Thanh Phu commune resettlement and urban development project has not been completed, so households cannot be arranged to live there.
Provincial Road 830E project is over 9.3km long. Starting point is at the intersection of Ho Chi Minh City - Trung Luong Expressway (in An Thanh commune, Ben Luc district), ending point connects to Provincial Road 830, Long Dinh commune, Can Duoc district, Long An.
This is a key project of the province, started in April 2023 with a total investment of more than 3,700 billion VND, expected to be completed in the first quarter of 2025.
However, due to land issues, the progress is slower than planned, reaching only 35% so far. The Long An Provincial People's Committee agreed to extend the project until the end of 2025.
