Training course for government officials in Vientiane (Laos) conducted research and surveys in Quang Ninh

On August 3, in Ha Long City, the 2024 Training and Development Class for Officials of the Vientiane Capital Government, Lao People's Democratic Republic, led by Comrade Kham Ma Seng Mi Xay, Member of the Standing Committee, Head of the Vientiane Capital Organizing Committee, had a program to study, work and conduct field surveys in Quang Ninh Province. Comrade Bui Thuy Phuong, Member of the Standing Committee, Head of the Provincial Party Committee Organizing Committee, received and worked with the delegation.

Welcoming the working delegation and the class on research and field survey in Quang Ninh, comrade Bui Thuy Phuong, Head of the Provincial Party Committee's Organization Board, informed about the socio-economic development results of Quang Ninh province, especially in the past 10 years. With the spirit of persistent innovation, creativity, and maximum liberation of resources, Quang Ninh has made a breakthrough development with a high and stable total economic growth rate (GRDP) of over 2 digits for 9 consecutive years (2015 - 2023), the scale of the economy has increased rapidly, reaching 315,000 billion VND in 2023. The work of building and rectifying the Party and the political system, and building a contingent of cadres continues to innovate and change positively.

Although the locality does not share a border with the Lao People's Democratic Republic, based on the perception that the Vietnam - Laos relationship is a typical, rare example of the strong, loyal, and pure bond between the two nations in the history of international relations. In October 2011, Quang Ninh province and 3 northern Lao provinces including Hua Phan, Luang Prabang, Xay Nha Bu Ly signed a cooperation agreement. Regardingeducation and training, in 2012, Quang Ninh province began implementing a scholarship support program for students in 3 northern Lao provinces to study at universities, colleges, and vocational high schools in Quang Ninh province. Up to now, Quang Ninh has also received nearly 600 international students from 3 northern Lao provinces to study at colleges and universities in the area.

In the field of tourism, Quang Ninh province, together with Luang Prabang province, Quang Ninh province and Luang Prabang province participate in cooperation activities within the framework of forums and projects such as: East Asia Inter-regional Tourism Forum (EATOF); Heritage Triangle Project. At the annual Ha Long Carnival programs, Luang Prabang province also regularly sends art troupes to participate in exchanges and performances. In addition, cooperation activities and experience exchange between organizations and unions of Quang Ninh province and the three northern Lao provinces are also constantly promoted. This is also a solid foundation for localities to continue to further promote friendship and comprehensive cooperation for mutual development in the coming time.

At the conference, Quang Ninh province discussed many contents, shared good models and experiences in Party building and government building such as: People's trust - Party nomination model; high-quality education work; ensuring non-traditional security; digital transformation, digital economy; vocational training, job orientation; attracting investment in economic zones, industrial parks, etc.

Comrade Kham Ma Seng Mi Xay, Head of the Organizing Committee of Vientiane Capital, Lao People's Democratic Republic, thanked Quang Ninh province for the warm welcome to the delegation. The sharing in the work of Party building, government building and economic development of Quang Ninh will be a meaningful and useful lesson for the class members during their study and training in Vietnam. At the same time, it is a valuable experience for the members of the class delegation to apply in practice at units and localities.
