Colonel Vu Van Tan emphasized that the goal of Project 06 is to create the most basic dataset about people. Therefore, other legal frameworks related to data are needed, including a Data Law.


On the afternoon of October 25th, the Department of Administrative Management of Social Order (C06) of the Ministry of Public Security organized a workshop on the national data strategy and provided feedback on the draft Data Law.

Colonel Vu Van Tan, Deputy Director of Department C06, informed that after more than 2.5 years of implementation, Project 06 has brought about the most basic things in establishing a data group.

In this context, the project to provide essential public services serves as a fundamental foundation for data creation, supporting economic development, fostering digital citizens, and establishing a shared dataset for various entities to utilize.

However, during the implementation of Project 06, several bottlenecks arose regarding legal frameworks, business data, infrastructure, security, and resources. Resolving these bottlenecks is crucial for the development of Project 06 and for addressing the issue of digital transformation.

Furthermore, to achieve digital transformation, it is essential to first create a data source that delivers value to the people. In this context, the population data platform is the core, fundamental dataset within the overall data creation process serving national digital transformation.

According to Colonel Vu Van Tan, the goal of Project 06 is to create the most basic database about people. To achieve the stated goals, other legal frameworks related to data are needed, including a Data Law.

According to the C06 leadership, it is necessary to define the perspective that digitized data should be put into use immediately to serve the people, without waiting for a common group to be formed before putting it into use.

"In fact, through the implementation of population data, we have seen that when data is digitized, it must be used immediately to be effective. Besides, which data is the original, core data? Once created, it will be the foundation for creating other data," the Deputy Director of C06 said, emphasizing that this is why a Data Law is needed as a legal basis.

At the conference, several experts argued that in the "game" of data, synchronization in data exploitation is crucial to ensure security and safety.

For example, with AI (artificial intelligence), experts acknowledge that everyone understands and recognizes the need to apply AI to data. However, in reality, AI technology cannot be applied until the data is "mature."

Or, as Mr. Pham Tien Dung (Deputy Governor of the State Bank of Vietnam ) stated, the issue of data connectivity and integration is very important. Without connectivity and integration, data becomes meaningless, and may even cause inconvenience to users.

At the workshop, delegates and experts also provided policy advice to agencies and organizations to work alongside the Government in building data sets and perfecting the Data Law. Based on the synchronized connection of national databases on population, land, and businesses, this will create a foundation for streamlining the administrative apparatus and reforming administrative procedures.

Recently, the Ministry of Public Security submitted a proposal to the Government to report to the Politburo and received approval to entrust the Government with the task of building a National Data Center. In October 2023, Resolution No. 175/NQ-CP dated October 30, 2023, was issued approving the National Data Center Project.
