Bridge bringing policy to people
If the press contributes early in the policy-making process, then when the policy is issued and implemented, the role of propaganda and dissemination becomes even more necessary. This is clearly demonstrated in the fields of social insurance (SI) and health insurance (HI), two essential pillars of social security closely linked to the lives of people, especially workers.

Mr. Trinh Trung Kien, Deputy Director of Social Insurance Region XXXII, said: "Over the past years, the press, especially local press agencies such as Ca Mau Newspaper, Provincial Radio and Television Station (now merged into Ca Mau Newspaper and Radio and Television Station), district and commune-level broadcasting systems have closely coordinated with the Social Insurance sector in policy communication work".
Thanks to columns, topics, reports, radio stories, short video clips..., social insurance and health insurance policies are conveyed to each target group in an easy-to-understand, close and vivid way. Not only spreading information, the press also helps people understand clearly about their rights and responsibilities when participating in social insurance and health insurance, raising awareness, thereby promoting active participation from people and businesses.
“ The press has greatly contributed to encouraging freelance workers to participate in voluntary social insurance and family health insurance. This is a large force, vulnerable to risks in life. Participating in insurance is not only a safety net for them, but also contributes to reducing pressure on the state budget, ensuring the goal of social security for all people,” said Mr. Trinh Trung Kien, Deputy Director of Social Insurance Region XXXII. |
Reality in Ca Mau shows that the number of people and workers benefiting from social insurance and health insurance policies has increased over the years, reflecting the effectiveness of policy communication work. The change in people's awareness does not come overnight, but thanks to the persistent support of the press, through many different approaches.
In the context of the amended Law on Social Insurance and Law on Health Insurance officially taking effect from July 1, 2025, Mr. Trinh Trung Kien said: "Social Insurance Region XXXII has determined that the press continues to be a strategic partner in policy communication".
“We will proactively provide complete, timely and easy-to-understand information to press agencies. At the same time, we will coordinate to promote modern forms of communication such as short video clips, livestreams, columns on electronic newspapers, radio and television... to help people access policy information quickly, easily understood and easy to implement,” Mr. Kien added.
Building trust together
In the modern flow of information, the press is not only a news carrier, but also a companion of policy. Especially in areas closely related to people's lives such as social security, the press needs to promote its role in guiding public opinion, spreading understanding and building people's trust in the policies of the Party and State.

“The press is the bridge between the people and policy. Each article that accurately, accurately and deeply reflects the policy not only helps the people understand, accept and implement it correctly, but also contributes to perfecting the institution and improving the effectiveness of law enforcement,” affirmed Dr. Pham Quoc Su, Deputy Director of the Department of Justice.
Dr. Pham Quoc Su emphasized that the press should not only participate in the propaganda stage after the policy is issued, but should accompany from the first stage, when the policy idea is still being formed.
According to Mr. Su, the press can reflect pressing issues from real life, and is a valuable source of information for state agencies to identify policy gaps, thereby orienting appropriate adjustments.
“If there is participation from the beginning, the press will help policies stay close to reality, accurately reflect the thoughts and aspirations of the people, and minimize risks when policies are implemented,” Dr. Pham Quoc Su shared.
Not only does it play a reflective role, in the process of drafting and promulgating policies, the press is also an important channel for social criticism. In-depth articles and analyses from reporters and experts in mainstream newspapers contribute to assessing the feasibility, impact and detecting shortcomings in draft policies. This not only helps improve the quality of legal documents but also demonstrates the press's supervisory role in a modern democratic society.
However, Mr. Su also frankly pointed out that currently, many press agencies have not really paid attention to this content area. Partly because policy is considered a dry, difficult-to-access field, and of little interest to readers.
“ We hope that press agency leaders, editors and reporters will be more fully aware of their responsibilities in policy communication. State agencies are always ready to provide information and organize training to support the press in accessing policies more deeply and accurately,” said Dr. Pham Quoc Su, Deputy Director of the Department of Justice. |
The cooperation between the press and the authorities in policy communication is not only a technical coordination, but also a shared political responsibility for a transparent, fair and sustainable society. When the press plays its role properly, policy will no longer be something strange, but will become a part of daily life, close, practical and trustworthy to all people./.
