The Government Office has just issued a document conveying the direction of Deputy Prime Minister Tran Hong Ha on the selection of contractors for the construction of the expressway construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project (section passing through Binh Phuoc province). The project is invested by the Binh Phuoc Provincial Construction Investment Project Management Board.
Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction to immediately establish a joint working group of the Ministry of Finance - Ministry of Construction to conduct an inspection of the organization of contractor selection for this bid package.
The inspection contents include bidding documents, bidding evaluation results, handling and resolution of bidding recommendations; capacity and experience of the expert team and other necessary contents...
The inspection must ensure fairness, objectivity, transparency and economic efficiency; at the same time, ensure the policy of maximum decentralization to localities to decide, act and take responsibility - but must go hand in hand with timely inspection and supervision.
The Deputy Prime Minister also requested the People's Committee of Binh Phuoc province to closely coordinate with the Ministry of Finance and the Ministry of Construction in the process of performing tasks; direct investors, bidding parties, and expert teams to report and provide timely and complete documents and information.
The inspection must be completed and reported to the Prime Minister before June 10.
Previously, Son Hai Group sent a document to the Binh Phuoc Province Construction Investment Project Management Board regarding its objection to the results of the contractor selection for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, section passing through Binh Phuoc province.
In the document, Son Hai Group said that on March 17, the investor opened the bidding package online with a package value of more than VND 880.7 billion. Son Hai is one of five contractors participating in this bidding package with the lowest bid price of more than VND 732 billion.
In the report explaining the reasons why Son Hai Group and 3 other contractors failed the bid, the Binh Phuoc Province Investment and Construction Project Management Board said that according to the assessment of the Expert Team, the E-HSDT of 5 contractors were all valid, qualified and experienced, however, the technical evaluation results showed that 4 contractors failed, including Son Hai Group, only the HCM-TDM-CT Expressway Joint Venture (including Truong Son Construction Corporation, NTV Thanh Phat Construction, Service and Trading Company Limited) met the requirements.
The expert team assessed that the contractor Son Hai did not meet the requirements for materials and equipment provided for the bid package; did not meet the requirements for organizing the implementation of building information modeling (BIM) in the bid package; did not meet the requirements for construction machinery and equipment serving the construction of the bid package.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway construction project passes through Ho Chi Minh City (about 2 km of access road), Binh Duong province (52 km long) and Binh Phuoc province (7 km long). The section passing through Binh Phuoc province will break ground in December 2024 with a total investment of VND 1,474 billion.
