Specifically, recently, due to unavoidable and sudden reasons, newly arising health issues and based on the personal wishes of Mr. Nguyen Duc Trung, the Politburo decided to let Mr. Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Committee, stop participating in the Executive Committee, Standing Committee and stop holding the position of Deputy Secretary of the Hanoi Party Committee.

Mr. Nguyen Duc Trung was appointed to the position of Deputy Head of the Central Policy and Strategy Committee. At the same time, the Politburo also decided to appoint a person to hold the position of Deputy Secretary of the Hanoi Party Committee.

Previously, on the afternoon of November 10, the Politburo decided that Mr. Nguyen Duc Trung would cease participating in the Executive Committee, the Standing Committee and stop holding the position of Secretary of the Nghe An Provincial Party Committee.

Mr. Trung was mobilized and appointed to join the Executive Committee, Standing Committee of the Hanoi Party Committee, holding the position of Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term.

On November 13, the 16th Hanoi People's Council elected Mr. Nguyen Duc Trung to hold the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.

Mr. Nguyen Duc Trung was born on March 21, 1974, hometown: Tinh Hai commune, Tinh Gia district, Thanh Hoa province; professional qualification: Master of Economics.

The new Chairman of the Hanoi People's Committee has held positions such as: Head of the Department of Organization and Personnel, Head of the Department of Local and Territorial Economy, Head of the Department of Infrastructure and Urban Areas under the Ministry of Planning and Investment.

From January 2019 to February 2020, he held the position of Deputy Minister of Planning and Investment. From March 2020 to November 2024, he held the position of Secretary of the Party Committee and Chairman of the People's Committee of Nghe An province. In November 2024, Mr. Nguyen Duc Trung was elected to hold the position of Secretary of the Nghe An Provincial Party Committee; in October 2025, he was re-elected as Secretary of the Nghe An Provincial Party Committee.
