Resolution 57-NQ/TW on breakthroughs in science , technology, innovation and national digital transformation aims to develop telecommunications infrastructure, the Internet, high-speed, safe, sustainable broadband fiber optic cable networks, nationwide coverage, satellite data transmission systems, 5G, 6G mobile information networks and next generations.

Towards that goal, domestic telecommunications enterprises are making Vietnam one of the countries with the highest speed and quality of mobile networks in the world.

Vietnam's network speed improved significantly

According to the Speedtest Global Index report for June 2025 from Ookla, Vietnam ranked 19th globally in terms of mobile Internet speed. The average download speed reached 148.64 Mbps, upload speed 33.58 Mbps and latency 19 ms.

For fixed broadband, Vietnam also ranked 19th with download speed of 232.75 Mbps, upload speed of 212.05 Mbps and latency of 4 ms.

These figures not only show remarkable progress compared to 2018, when mobile speed only reached 28.22 Mbps, but also confirm that Vietnam is rising to the top in the Southeast Asian region, far surpassing countries such as Thailand (112.71 Mbps, ranked 37th), the Philippines (60.21 Mbps, ranked 65th) or Cambodia (52.98 Mbps, ranked 76th) in the same period, only behind Singapore and Malaysia according to historical data from Ookla.

Vietnamese network ranked 3rd in the world

Among Vietnamese network operators, Viettel ranked 3rd in the world in terms of Speed Score with 82.56 points, just behind e& (UAE) and Ooredoo (Qatar), according to Ookla's report. Notably, this network operator surpassed many large network operators such as Singtel (Singapore) and SK Telecom (Korea).

Speed Score is considered an accurate indicator of network quality, as it evaluates network performance based on all mobile technologies (3G, 4G and 5G) from terminals using modern chipsets.

Data is collected from all areas, from urban cores with high-speed 5G coverage to suburban and rural areas with 4G coverage, and even places where 3G still plays a role in maintaining connectivity. Therefore, this index will most accurately reflect the daily experience of the majority of customers.

Viettel said that the world's third-place Speed Score ranking comes from its technical capabilities and infrastructure development strategy. Most global 5G networks today, including Viettel's, operate on a non-standalone architecture (NSA), depending on 4G infrastructure. The quality of the 4G network and the ability to seamlessly transition between 4G and 5G are decisive factors in user experience.

A weak 4G network or an inefficient handover mechanism will immediately reduce the overall Speed Score. Therefore, the 3rd place globally not only proves Viettel's 5G network speed, but also affirms that this unit's 4G network has good integration and optimization capabilities.

In Vietnam, Viettel also owns advanced technology solutions such as 5G private network (Private 5G) and plans to produce and test 6G devices on real networks in 2028 - 2030. This network operator identifies "Next-generation mobile network technology 5G, 6G is one of the strategic technologies prioritized for investment".

Vinaphone, the second largest network operator in Vietnam, has also made a new step forward by ranking second in 5G network speed according to Ookla. This ranking is determined based on data collected from 5G-connected devices.

With pilot mechanisms, removal of difficulties and obstacles, and special policies to promote telecommunications infrastructure proposed by the Ministry of Science and Technology, Vietnam's telecommunications industry can continue to improve its ranking on the global rankings.
