On the morning of May 31 in Hanoi, Prime Minister Pham Minh Chinh chaired a dialogue with businesses and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development.
Presenting a report on the development of the private economy, Deputy Minister of Finance Le Tan Can said that Resolution 68/NQ-TW sets out 08 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 03 strategic breakthroughs (on institutions, human resources, infrastructure) and in the overall 04 important Resolutions of the Politburo that the General Secretary concluded as "The Four Pillars".
To quickly put Resolution 68-NQ/TW of the Politburo and Resolution No. 198/2025/QH15 of the National Assembly into practice, Deputy Minister Le Tan Can suggested focusing on immediately implementing the following tasks:
Ministries, branches and localities urgently develop and issue a Plan to implement Resolution No. 138/NQ-CP and Resolution No. 139/NQ-CP, in which clear tasks with specific deadlines are assigned to implementing units to ensure the 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results".
Focus resources on implementing assigned tasks to ensure progress, efficiency and quality.
Business associations and enterprises proactively enhance their capacity and operational efficiency, promote their representative role and bridge between the business community and enterprises with state management agencies; promote their role as social critics in policy making. Propagandize and mobilize business people to implement ethical standards and business culture. Proactively propose to participate in business support programs.
Enterprises and business households must operate in accordance with the law, build ethics, business culture, honesty, integrity, and social responsibility; eliminate the "grab and run" and illegal business mindset; innovate business thinking, improve capacity, quality, and qualifications, accumulate knowledge and experience, support each other, unite, and develop together. Large enterprises must strive, pioneer, and lead SMEs. SMEs must have the mindset to develop into medium and large enterprises.
Sharing at the Seminar, Mr. Pham Tan Cong, Chairman of the Vietnam Federation of Commerce and Industry (VCCI) said that the business community is very excited about Resolution 68, it can be said that the spirit of the business community and enterprises has never been as high as it is now.
Resolution 68 contains many specific policies such as abolishing business license tax or exempting income tax for 3 years for newly established enterprises... Resolution 68 also introduces very difficult and sensitive contents such as criminalization issues, providing specific policy directions so that people and enterprises can confidently invest in production and business.
The VCCI leader also pointed out the barriers, one of which is the bottleneck in institutions, policies and administrative procedures. Currently, there are many inappropriate business conditions and administrative procedures that need to be reduced or simplified. For example, a typical land-using investment project is carrying out administrative procedures of at least 12 laws, more than 20 decrees and circulars, and these circulars are often constantly changing.
Therefore, the time to complete the express procedure is also 18-24 months, normally it is approximately 3 years. Currently, the Government and the Prime Minister have been very determined in reforming administrative procedures and the situation has also been continuously improved. We hope that the reform of administrative procedures will continue to be promoted.
The second barrier is the psychology, ideology, ethics, and business culture of the business community and enterprises themselves. Here we have the idea that "businesses do not want to grow" and people are hesitant to put money into business, so there is a phenomenon of high bank deposits like today.
Resolution 68 has broken this mentality of not wanting to grow. And the proof is that recently 2 large domestic enterprises have boldly proposed to invest in high-speed railway projects, showing that enterprises are no longer hesitant and they accept that doing business will indeed have risks.
Another barrier is that a small number of entrepreneurs and businesses still have the mindset of getting rich, seeking profits illegally and unethically. We are currently seeing cases being discovered, especially in food and medicine.
To solve this bottleneck, VCCI leaders would like to propose that in implementing Resolution 68, it is necessary to promote more strongly, substantially and effectively the role of the business community and organizations representing entrepreneurs and enterprises in participating in the implementation of Resolution 68.
In administrative procedure reform, it is necessary to perfect institutions, build a favorable business environment to enhance the active and proactive participation of entrepreneurs and enterprises. The private economy is a driving force, so it is also recommended that entrepreneurs be more proactive and stronger in participating in policy making.
VCCI also proposed that the Government and localities create conditions and have programs to improve the capacity and promote the role of associations and enterprises in participating in policy making. In reality, enterprises do not participate partly due to weak capacity, so it is necessary to organize classes, training programs, training, and capacity building for business associations to participate in policy making.
VCCI recommends that the State boldly assign tasks to business associations, and transfer some public services to business associations to perform.
Regarding building business ethics and culture, I think this is a big task and the foundation for sustainable private economic development. The Government has assigned the Ministry of Culture, Sports and Tourism to develop a project on business ethics and culture standards.
This is a huge challenge for the Ministry because it has to build a common system of ethical and cultural values for millions of entrepreneurs and businesses. It is recommended that the Government and the Ministry of Culture, Sports and Tourism promote the participation of the business community when implementing this project.
VCCI is proactively implementing this work by issuing a code of ethics for businessmen from 2023 and is ready to take on the task with the Ministry of Culture, Sports and Tourism in developing and implementing this project, making business ethics and culture a new strength for Vietnamese businessmen.
And the last point that VCCI proposed is to promote the entrepreneurial spirit and increase the honoring of entrepreneurs. Currently, according to Decree 98, it is stipulated that the award and honor can only be given once every 5 years. Therefore, we propose to review the honoring time to be more frequent.
VCCI leaders pledged that the business community and enterprises will accompany the Government to implement Resolution 68 and to develop Vietnam and create an economic miracle in the 21st century.
