The Cyber Security and High-Tech Crime Prevention Department of the Binh Phuoc Provincial Police announced that it has received a complaint from Mr. HVN, residing in Minh Thanh ward, Chon Thanh town, reporting that an individual impersonated a police officer, calling to request confirmation of resident data and then stealing money from his bank account.
Using the tactic of impersonating a police officer from Chơn Thành town, the suspect used a "burner" phone number to call Mr. HVN, instructing him on how to verify his resident data. The suspect then befriended him on Zalo and sent a link to https://dichvucong.nfgov.com (a fake website with an interface similar to the "Public Service" portal), instructing Mr. N. to access and download the "Public Service" app, which listed itself as the "National Online Information Portal," to his mobile phone and install it.

The perpetrator instructed Mr. HVN to install a fake "Public Services" application on his phone in order to commit fraud.
After installing the app, Mr. N. filled in all his personal information. A short time later, Mr. N. discovered that the entire 100 million VND in his bank account had been deducted. Checking his transaction history, he found that the money had been transferred to an account with an address in Da Nang .
The case is currently being handled by the Cyber Security and High-Tech Crime Prevention Department of the Binh Phuoc Provincial Police.
Following this incident, the Cyber Security and High-Tech Crime Prevention Department advises citizens to be more vigilant against fraudulent schemes like the one described above. The police do not provide guidance or verify citizen data via telephone calls.
