
Immediately after being assigned the budget collection target according to Decision 317/QD-UBND of Lao Cai Provincial People's Committee, Mau A commune identified land use fee collection as the key source of revenue, decisive in ensuring local budget balance.
The Commune People's Committee has established a special working group headed by the Commune People's Committee Chairman, responsible for urging and inspecting the progress of each land use rights auction project and land use purpose conversion dossiers of the people, in order to speed up the budget collection progress and ensure the completion of assigned targets.
This year, Mau A commune was assigned a very high budget collection task, more than 246 billion VND, of which land use revenue is more than 122 billion VND. We determined that only by being proactive and flexible in directing and doing a good job in site clearance and land auctions, can we complete the task. Therefore, the commune leadership met to discuss and develop detailed collection scenarios for each quarter, each project and assigned specific responsibilities to each officer in charge.
Thanks to that initiative, after only 9 months, Mau A commune collected land use fees of 123,823 million VND, exceeding the plan assigned by the province by 1,723 million VND. The revenue directly collected by the commune alone reached 34,475 million VND, 1.5 times higher than the estimate.
The above results were achieved under the conditions of implementing the two-level local government model, with many revenues transferred from the district to the commune for management. Mau A faced great pressure. However, instead of passively waiting for instructions from higher levels, the locality flexibly proposed specific solutions, close to local realities and made the most of available land potential.

The commune has reviewed all land funds that are likely to be auctioned, especially in the central area of Mau A town (old), Dai An residential area, Dong Tam, Ga Nham village. Locations with favorable infrastructure are prioritized for early implementation to generate revenue. During the implementation process, the commune regularly publicizes planning information and auction procedures on the commune's information pages and on social networking platforms to attract investors.
In particular, the work of site clearance, compensation and resettlement support, considered as the "bottleneck" of previous projects, has now been resolutely handled by the locality. Commune leaders directly dialogued and propagated to help people understand and agree, thereby many key projects, such as: Dong Tam rural residential area, urban renovation of Ga Nham village, Dai An pagoda residential area have quickly completed procedures, put into auction in the fourth quarter of 2025, expected to bring in tens of billions of VND in revenue.
Along with land revenue, Mau A continues to consolidate balanced revenue sources. Currently, some sources such as non-state revenue, fees and charges are still low (below 50% of the estimate). The reason is due to the policy of extending the payment of value added tax and personal income tax refund, along with the fact that some mineral exploitation enterprises have not yet resumed operations. Faced with this reality, the Commune People's Committee has coordinated with Tax Department 7 to step up inspection, examination, and combat budget loss, while taking measures to enforce cases of long-term tax arrears.

In addition, the commune also conducts a review of production and business establishments, seeks revenue from newly established business households, households whose tax incentives have expired, exploits revenue sources from transfers, private construction, site leveling, etc. Along with that, the commune focuses on managing current revenue from basic construction and transportation activities, ensuring sustainable and stable revenue sources.
Vice Chairman of the People's Committee of Chu Chinh Son commune commented: "The highlight is the synchronous participation of the entire political system. The Party Committee has closely directed, the organizations mobilized the people to actively cooperate in the work of site clearance; the government focused on flexible and disciplined revenue and expenditure management. It is this solidarity and unity that helped Mau A exceed the target of collecting land use fees nearly 3 months early."

In fact, with the determination to fully complete the budget target, Mau A is continuing to implement many synchronous solutions in the fourth quarter: urging the budget to pay approved auctions (VND 11.9 billion), continuing to exploit transitional projects from 2024 and revenue sources arising from transfers, site clearance, and private construction.
It can be seen that the collection of land use fees exceeding the target is not only a number in the financial report, but also a clear manifestation of the management capacity, innovative spirit, and daring to think and act of the local government. This result creates an important resource for Mau A to reinvest in socio-economic infrastructure, urban beautification, service development, and gradually build a new appearance after administrative merger.
In the spirit of solidarity, unity and determination of the Party Committee and the government of Mau A commune, it is certain that by the end of 2025, the commune will complete 100% of the budget revenue estimate, in which the balanced revenue strives to reach 126 billion VND, which will help the locality successfully complete the socio-economic development goals in 2025.
