Immediately after Resolution 68-NQ/TW was issued, the Lao Cai Provincial Party Committee and People's Committee issued Plan 12-KH/TU dated July 29, 2025 and Plan 58/KH-UBND dated August 19, 2025 to specify the goals and tasks of private economic development until 2030, with a vision to 2045. The province also established a Steering Committee to implement Resolution 68 and issued operating regulations to organize unified implementation throughout the area.

Departments, branches and localities urgently develop internal action plans; review administrative procedures in the fields of investment and land, shorten time, simplify processes, promote digitalization, in order to achieve the goal of reducing at least 30% of time and cost of compliance with administrative procedures. Along with that, the province established a special working group to monitor, remove difficulties and obstacles, and urge the progress of investment projects in industrial parks and clusters.

In the third and fourth quarters of 2025, many key projects were started, such as: Binh Minh Tay Bac Social Housing Project - Yen Bai Ward, Tran Yen Industrial Park (Phase I); some other projects such as High-tech Livestock Farm in Bao Ha Commune and Phu Thinh 1 Industrial Cluster are expected to start construction in the fourth quarter of 2025. At the same time, the province also organized a Forum to meet businesses and investors in 2025, preparing for the Startup and Innovation Week, encouraging the spirit of entrepreneurship and developing the private economic sector.

Administrative procedure reform has been promoted, with over 98% of records being processed on time, 977 procedures having their processing time shortened by at least 30%, helping to save people and businesses about 40 billion VND/year. 100% of provincial-level administrative procedures have been received and processed at the Public Administration Service Center; 100% of commune-level procedures are implemented under the "one-stop" and "one-stop" mechanism.
The province also built an electronic data management warehouse, connected with the National Public Service Portal and implemented Project 06 on population data, identification, and electronic authentication with high results, contributing to improving publicity and transparency in administrative activities.

As of September 30, 2025, the whole province has 71,664 business households with a total registered capital of more than VND 7,300 billion, of which 40% operate in the trade sector, 25% in the service sector, 20% in the agricultural sector. The preparation to abolish the lump-sum tax form according to the roadmap to 2026 has created motivation for large-scale business households to convert to enterprise models, access credit capital and support policies.
Since the beginning of 2025, the province has established 920 new enterprises and 534 affiliated units, an increase of 18% over the same period last year. It is expected that by the end of 2025, the whole province will have about 12,500 enterprises with a total registered capital of 168,000 billion VND, 1.5 times higher than in 2020.
The province also implemented many policies to support small and medium-sized enterprises through Resolution 09/2020/NQ-HDND, Resolution 19/2020/NQ-HDND and Resolution 19/2022/NQ-HDND, each year allocating about 16 billion VND from the budget to support production activities, technological innovation, and encourage socialized investment.
Although there are still some difficulties in the progress of issuing plans at the grassroots level and information technology resources in remote areas, in general, the implementation of Resolution 68-NQ/TW in Lao Cai has initially achieved many positive results: the administrative apparatus operates effectively, the investment environment has clearly improved, the number of enterprises has increased rapidly, and the entrepreneurial spirit has spread widely in the business community.

Speaking at the working session, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc discussed, shared, and pointed out the advantages, difficulties, and solutions for implementing Resolution 68-NQ/TW in the province such as: implementing mechanisms and policies for business households; supporting the development of small and medium enterprises; specific support policies of the locality; the implementation of administrative procedure reform of the locality; state management of enterprises, etc.
He also requested the Central Policy and Strategy Committee to continue to pay attention to, research, and advise on perfecting mechanisms and policies so that the implementation of Resolution 68-NQ/TW becomes increasingly effective and suitable to local realities.

During the discussion at the working session, representatives of the provincial departments and branches focused on discussing some difficulties and problems in the implementation of Resolution 68-NQ/TW. Many opinions said that the implementation of business registration procedures for enterprises and cooperatives after operating the two-level government model still encountered some problems due to the sharp increase in the volume of documents, the expanded scope of management, while the team of commune-level officials who had just taken up the task had not been fully trained in professional skills. Some communes and wards in mountainous areas still had limitations in information technology infrastructure, affecting the progress of processing business registration dossiers and supporting enterprises.
At the same time, delegates also discussed and shared about supporting small and medium enterprises, helping them have opportunities to develop and improve their competitiveness; policies to remove obstacles in accessing land, investment procedures, construction permits, creating conditions for the private economic sector to develop; the application of AI in management, operation, and implementation of production and business activities in enterprises was also discussed in depth...

Comrade Luong Van Khoi - Deputy Director of the Institute for Policy and Strategy Studies (Central Policy and Strategy Department), Head of the working delegation acknowledged the initial results that Lao Cai province has achieved in implementing Resolution 68-NQ/TW. At the same time, he highly appreciated the initiative and sense of responsibility of the locality in organizing implementation, especially in administrative reform, business development, encouraging start-ups and innovation.
He suggested that the province continue to closely follow the key tasks of Resolution 68-NQ/TW, focus on removing difficulties in institutions and policies, promoting digital transformation in business management and supporting the private economy to develop sustainably, contributing to the successful implementation of the socio-economic development goals of the province and the country.
