
Attending the session were members of the Politburo , Secretaries of the Central Committee of the Party, members of the Central Committee of the Party, Deputy Prime Ministers, members of the Government, leaders of ministries, ministerial-level agencies, and government agencies; Comrade Dinh Van An, Assistant to the General Secretary; leaders of the Central Economic Committee, the Finance and Budget Committee, the Economic Committee of the National Assembly, the National Assembly Office, and central agencies; leaders of provinces and centrally-administered cities; and representatives of a number of state-owned corporations and general companies.
According to the agenda, the session will focus on assessing the socio-economic situation in June and the first six months of the year, the disbursement of public investment capital, the implementation of three national target programs, and key tasks and solutions for the last six months of the year.

In his opening remarks, Prime Minister Pham Minh Chinh stated that he had reported to General Secretary Nguyen Phu Trong before the meeting, and the General Secretary sent his greetings and best wishes for good health to the delegates attending the meeting; after the meeting, he would report back and continue to seek guidance from the General Secretary.
The Prime Minister emphasized that the meeting was of great importance for conducting a review of June and the first six months of the year, setting tasks and solutions for the last six months, aiming to comprehensively achieve the goals and tasks of 2024, creating a foundation and momentum for 2025, the final year of the term, and moving towards successfully achieving the goals and tasks according to the Resolution of the 13th National Congress of the Party.
According to the Prime Minister, the context in the recent period has continued to present more difficulties and challenges than opportunities and advantages.
The global situation has three prominent features: Intense strategic competition and continued conflicts in several regions; rising US dollar and gold prices, and volatile crude oil and commodity prices; and the increasing impact of climate change, resource depletion, and an aging population on countries and economies, especially heatwaves and droughts.
Domestically, the economy is facing a double impact from adverse external factors and internal limitations and shortcomings. As a developing country with a transitional economy, Vietnam has a small but highly open economy with limited resilience; a small external impact can have a significant internal effect.

In this context, thanks to the involvement of the entire political system, the close leadership and guidance of the Central Party Committee, directly and regularly from the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong, the decisive direction and management of the Government, all levels, sectors, and localities, the participation, unity, efforts, and striving of the people and the business community, and the support and encouragement of international friends and partners, the economy has clearly shown positive recovery, with each month better than the previous one, each quarter better than the previous one. Overall, the first six months of 2024 achieved many important results, better than the same period in 2023 in most areas and better than the last six months of 2023.
The Prime Minister summarized the highlights: GDP growth in the second quarter reached 6.93%, and for the first six months reached 6.42%, exceeding the set target and representing a high rate compared to the region and the world. Macroeconomic stability was maintained, inflation was controlled at around 4%, major balances were ensured, social security and people's living standards improved, political security and social order were basically well-guaranteed, foreign relations were strengthened, and the country's prestige and position continued to rise.
In addition, over the years, we have saved approximately 700 trillion VND to implement salary increases from July 1st and have devised appropriate solutions to both implement Resolution 27 of the Central Committee according to the roadmap and suit the conditions and situation of the country, ensuring major balances and guaranteeing fairness and equality among beneficiaries.
Besides the very basic achievements, the socio-economic situation still has shortcomings, limitations, difficulties, and obstacles such as high inflationary pressure; difficulties in production and business in some sectors; complex fire and explosion incidents, security and order, and traffic safety in some areas; discipline and order are not strict in some places and at some times, and there is still a situation where officials and civil servants are afraid of making mistakes, shirking responsibility, and avoiding accountability.
The Prime Minister requested that, based on practical experience and reports, delegates study, comment on, and deeply analyze the strengths and weaknesses, draw lessons learned, identify obstacles and bottlenecks, especially legal ones, and propose appropriate, feasible, and effective tasks and solutions for the future to overcome difficulties and shortcomings, continue to build on the current momentum, and maintain development to achieve better results in the future.
The Prime Minister requested that ministries, sectors, localities, and agencies actively and proactively implement tasks and solutions according to their functions, duties, and powers with high determination and great effort, defining "clear responsibilities, clear tasks, clear timelines, clear products, and clear results" for appropriate inspection, evaluation, criticism, and reward.
