Overview of the 8,000 billion VND inter-port road project

Ho Chi Minh City is implementing investment procedures for the Cat Lai - Phu Huu inter-port road project, connecting directly with the Ho Chi Minh City - Long Thanh - Dau Giay expressway interchange and Ring Road 3. With a total estimated investment of about VND8,000 billion, this key infrastructure project is expected to completely resolve the serious traffic congestion at the eastern gateway of the city.

In April, the Ho Chi Minh City leadership issued a decision assigning the task of preparing a pre-feasibility study report for the project. Accordingly, the Department of Construction was assigned to prepare the report, and the Traffic Construction Investment Project Management Board was the expected investor. The project's funding source comes from the city budget, mainly from port infrastructure fee revenue.

Size and specifications

This dedicated route is approximately 6 km long, designed with a cross-section width of 60 m, including 12 lanes. The project is divided into two main sections:

  • Section 1: From Nguyen Thi Dinh Street to Nguyen Thi Tu Street.
  • Section 2: From Nguyen Thi Tu Street to the intersection of Ring Road 3 and Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

The total investment of the project is expected to be about 8,000 billion VND, from revenue from seaport infrastructure fees. This dedicated road is 60 m wide with 12 lanes.

Detailed itinerary and infrastructure connection

The starting point of the project is located at Nguyen Thi Dinh Street, then the route will connect to Road 57 - Cat Lai, going along the north and northeast of Cat Lai Port. Next, the route connects to Nguyen Thi Tu Street and goes along Dang Thanh Hieu Street, adjacent to Phu Huu Port.

The inter-port route passes through Phu Huu port area.

The route design includes both elevated sections and parallel roads. Specifically, the section from Nguyen Thi Tu Street to Ong Nhieu Canal will have an overpass and parallel roads on both sides. The section from Ong Nhieu Canal to Ring Road 3 will be completely elevated. At Phu Huu Port area, the project will build 2 ramps to ensure convenient connection. The end point of the route will be integrated into the Ring Road 3 intersection and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Solution to the congestion problem at Cat Lai port

Cat Lai Port is currently the largest and most modern international container port in Vietnam, accounting for about 85% of the import-export container cargo volume of the Southern region and nearly 50% of the whole country. However, the infrastructure connecting to the port is currently heavily overloaded with only two main routes: Dong Van Cong and Nguyen Thi Dinh.

Cat Lai Port is located on the Dong Nai River, an important gateway for import and export of goods in the Southern Key Economic Zone.

With an average traffic volume of about 20,000 trucks and containers per day, these routes often experience congestion, greatly affecting logistics activities and urban traffic, especially on the Hanoi Highway axis.

When the Cat Lai - Phu Huu inter-port road is completed, cargo vehicles will have a separate route, connecting directly from the port to Ring Road 3 and the national highway network. This helps reduce pressure on inner-city routes, shorten transportation time and increase the exploitation capacity of the entire port cluster in the East of the city.

The intersection area of Ring Road 3 and Ho Chi Minh City - Long Thanh Expressway, the end point of the project.
Total site clearance area is about 59 hectares, connecting to the intersection of Ho Chi Minh City Ring Road 3 - Ho Chi Minh City - Long Thanh Expressway.

To implement the project, the city plans to clear land on a total area of about 59 hectares. Investing in this dedicated road is identified as an urgent task to promote economic development and remove infrastructure bottlenecks for the area.
