Overview of the 8,000 billion VND inter-port road project.
Ho Chi Minh City is currently implementing investment procedures for the Cat Lai - Phu Huu inter-port road project, directly connecting to the Ho Chi Minh City - Long Thanh - Dau Giay expressway interchange and Ring Road 3. With a total estimated investment of approximately 8,000 billion VND, this key infrastructure project is expected to definitively resolve the serious traffic congestion at the eastern gateway of the city.

In April, Ho Chi Minh City leaders issued a decision assigning the task of preparing a pre-feasibility study report for the project. Accordingly, the Department of Construction was assigned to prepare the report, and the Management Board of Investment and Construction Projects for Transportation Infrastructure is the expected investor. The project's funding will come from the city budget, mainly from revenue generated from port infrastructure fees.
Scale and specifications
This dedicated road is approximately 6 km long, designed with a 60 m wide cross-section, including 12 lanes. The project is divided into two main sections:
- Section 1: From Nguyen Thi Dinh Street to Nguyen Thi Tu Street.
- Section 2: From Nguyen Thi Tu Street to the intersection of Ring Road 3 and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Detailed route and infrastructure connections
The project's starting point is on Nguyen Thi Dinh Street, after which the route will connect to Road 57 - Cat Lai, running along the north and northeast of Cat Lai Port. Subsequently, the route connects to Nguyen Thi Tu Street and runs along Dang Thanh Hieu Street, bordering Phu Huu Port.

The route design includes both elevated sections and parallel roads. Specifically, the section from Nguyen Thi Tu Street to Ong Nhieu Canal will have an elevated bridge and parallel roads on both sides. The section from Ong Nhieu Canal to Ring Road 3 will be entirely elevated. At Phu Huu Port area, the project will construct two access ramps to ensure convenient connectivity. The end point of the route will be seamlessly integrated into the Ring Road 3 interchange and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.
Solutions to the congestion problem at Cat Lai Port
Cat Lai Port is currently the largest and most modern international container port in Vietnam, accounting for approximately 85% of the containerized import and export cargo volume of the Southern region and nearly 50% of the entire country. However, the infrastructure connecting to the port is currently severely overloaded with only two main routes: Dong Van Cong and Nguyen Thi Dinh.

With an average traffic volume of around 20,000 trucks and containers per day, these routes frequently experience congestion, significantly impacting logistics operations and urban traffic, especially on the Hanoi Highway.
Once the Cat Lai - Phu Huu inter-port road is completed, cargo transport vehicles will have a separate route, connecting directly from the port to Ring Road 3 and the national expressway network. This will help reduce pressure on inner-city roads, shorten transportation time, and enhance the operational capacity of the entire eastern port cluster of the city.

To implement the project, the city plans to clear a total area of approximately 59 hectares. Investing in this dedicated road is identified as an urgent task to promote economic development and alleviate infrastructure bottlenecks in the area.
