In the period of 2023 - 2025, Binh Son Refining and Petrochemical Joint Stock Company (BSR) operates in the context of a volatile global energy market. In that picture, the BSR Trade Union faces the need for strong innovation to meet the reality. BSR Trade Union has constantly promoted the role of "bridge" between workers and enterprises, promptly grasping the thoughts and aspirations of union members; organizing creative labor emulation movements, coordinating with professionals to improve productivity, quality and efficiency of production and business.

Bright spots in creative labor and spiritual support for workers

Over the past three years, with the sense of responsibility, courage and enthusiasm of the collective of workers, BSR has recorded impressive results: total production output reached more than 20.5 million tons, total consumption output reached 20.3 million tons; total revenue exceeded 393.3 trillion VND and after-tax profit reached over 11.5 trillion VND. In particular, the Company has paid the state budget more than 42.3 trillion VND, continuing to affirm its role as one of the key units, making important contributions to the Vietnam National Energy Industry Group and the country's economy.

*On October 27, 2025, BSR Grassroots Trade Union solemnly held* *the 9th Congress of Delegates, term 2025 - 2030.*

In the period 2023 - 2025 alone, BSR has recorded 4,183 innovative ideas registered on the D-Office System, of which 1,592 initiatives were recognized, bringing in a profit value of about 847 billion VND. These are telling numbers, clearly demonstrating the spirit of creative work, daring to think, daring to do, daring to innovate in each workshop, department, and team.

Many typical initiatives of BSR were honored at prestigious awards: 13 Group-level initiatives (01 Special, 07 Type A, 05 Type B); 18 awards at the Quang Ngai Provincial Technical Innovation Competition (02 First prizes, 04 Second prizes, 07 Third prizes, 05 Consolation prizes); 04 awards at the National Technical Innovation Competition (01 First prize, 01 Third prize, 02 Consolation prizes) and 03 Vietnam Science and Technology Innovation Awards (02 Third prizes, 01 Consolation prize).

In particular, many outstanding individuals of BSR were honored at the National Creative Labor Festival 2025, affirming the pioneering position of BSR workers in the innovation movement, contributing to improving production efficiency, saving energy and protecting the environment.

Not only stopping at the initiative movement, BSR Trade Union effectively implemented the Resolution of the Trade Union Congress for the period 2023 - 2025. The work of participating in the development of policies and laws was carried out through close coordination with the Company's Board of Directors in building and adjusting the regime, human resources policies, wages, benefits and working conditions. Many policies bearing the Trade Union's mark such as: purchasing health insurance for employees' relatives, supporting occupational disease examination, participating in voluntary pension insurance, maternity allowance, etc. have contributed to significantly improving the material and spiritual life of union members.

The Union also pays special attention to implementing grassroots democracy regulations, through Labor Conferences, periodic dialogues and union training. During the period of 2023 - 2025, the Union organized dozens of dialogue conferences and Labor Conferences with the participation of thousands of people. More than 300 union officials were trained in organizational skills, dialogue and implementation of democratic regulations - contributing to building a truly open, transparent and democratic working environment.

The negotiation and signing of Collective Labor Agreements are maintained regularly, with many provisions more favorable than those prescribed by law, especially regarding working hours, rest, regimes for female workers, living conditions, social welfare and corporate culture.

In the field of occupational safety and health (OSH), BSR Trade Union has closely coordinated with professionals to organize more than 130 training courses, attracting 29,133 participants. The movements "Creative Space", "Operation Station - Green - Clean - Beautiful Workplace" and the effective network of OSH workers (OSH) have helped BSR maintain 53 million continuous safe working hours, without occupational accidents causing lost workdays. Notably, at the 10th Oil and Gas Industry OSH Competition in 2024, BSR excellently won the second prize for the whole group, along with many first prizes in the practical competitions - affirming the professionalism and high sense of responsibility of the workforce.

These results are not only achievements, but also vivid manifestations of “safety and creativity culture” – core values that have permeated every action and thought of every cadre, union member and employee of BSR.

In particular, during the 5th general maintenance (TA5) of Dung Quat Oil Refinery in 2024, BSR Trade Union has implemented many practical and effective care activities for workers, contributing to creating motivation and solidarity among all employees and contractors. During the 48 days and nights of maintenance, with the peak time of up to 6,000 workers participating, the Trade Union coordinated to organize the emulation movement "Early Finish - Safe - Effective", honoring 269 individuals and 62 groups with outstanding achievements right at the construction site. In parallel, the Trade Union has organized activities to care for the material and spiritual lives of workers such as: providing drinking water and fruit smoothies for BSR staff and contractors. In addition, the Union also organized the online running race "Ready For 5th Turnaround", creating an exciting competitive atmosphere, improving health, and improving working spirit.

Building a strong and innovative BSR Union

Entering a new development phase with many intertwined opportunities and challenges, BSR's workforce continues to affirm its role as a core force in the country's industrialization and modernization, pioneering in energy conversion and international integration. In the 2025-2030 term, with the motto of action "Innovation - Creativity - Connection - Efficiency - Sustainability", BSR Trade Union is determined to build a strong and comprehensive organization, innovating both in organization and operation methods on the basis of digital transformation and innovation.

The goal of the Trade Union is to continue to effectively perform the functions of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; at the same time, promoting the role of accompanying and creating development with businesses.
The Union also proactively strengthens supervision and social criticism, contributing to perfecting human resource management policies and building a transparent, fair and humane working environment.

The focus in the coming time is to perfect the model of a streamlined, effective and efficient union organization, and to build a team of professional, courageous, dedicated and capable union officials to meet the requirements of the new situation. BSR Union continues to accompany the Party Committee, the government and mass organizations in realizing the aspiration of building BSR into a Vietnam Oil and Gas Refining and Petrochemical Corporation - a regional energy enterprise with international competitiveness, a pioneer in energy conversion and digital transformation.

Speaking at the Congress, Comrade Bui Ngoc Duong - Member of the Standing Committee of the Party Committee of Vietnam National Energy Industry Group; Party Secretary, Chairman of the Board of Directors of BSR highly appreciated the sense of responsibility, efforts and comprehensive results that BSR Trade Union achieved in the past term.

The Party Secretary affirmed that the BSR Trade Union has truly been a reliable support for workers, an effective bridge between the Party Committee, the Company's Board of Directors and workers; at the same time, promoting an important role in protecting the legitimate and legal rights and interests of union members; contributing to building a united, democratic, disciplined and creative BSR collective.

In the context that BSR is entering a new development phase with many big goals, comrade Bui Ngoc Duong emphasized that the role of the Trade Union organization is more important than ever. He suggested that BSR Trade Union focus on implementing four key groups of tasks:

One is: Strengthen propaganda and political and ideological education, help union members and workers grasp the Party's guidelines and policies, the State's laws and policies; build a strong political stance, a sense of responsibility and pride in BSR's tradition.

Second: Continue to innovate the content and methods of Trade Union activities, focusing on the grassroots, taking workers as the center; take better care of the material and spiritual life of union members; take innovation as the driving force for development; take BSR culture as the foundation for building "BSR workers in the green and digital era".

Third: Widely launch patriotic emulation movements, initiatives - technical improvements, digital transformation in Trade Union activities; encourage each worker to proactively learn, apply technology, and be creative in work to improve productivity and production and business efficiency.

Fourth: Pay attention to building a team of union officials at all levels with courage, capacity and enthusiasm; continue to discover, foster and introduce outstanding union members for the Party to consider admission; promote the role of supervision and social criticism, contributing to building increasingly clean and strong Party organizations and enterprises.

Comrade Bui Ngoc Duong believes that, with the tradition of solidarity, innovation spirit and bravery of BSR workers, the Executive Committee of the Trade Union for the 2025-2030 term will continue to promote achievements, build an increasingly strong Trade Union organization, truly be a support for workers and an important driving force in the journey to build BSR into a leading energy enterprise in Vietnam, developing green, sustainably and integrating internationally.

Speaking at the Congress, Comrade Nghiem Thuy Lan - Chairman of the Vietnam National Energy Industry Group Trade Union highly appreciated the achievements of the BSR Trade Union in the past term, and emphasized some key orientations for the coming period. He affirmed that the BSR Trade Union is one of the typical units of the Group's Trade Union, with many innovations and creativity, always accompanying the profession, promoting the representative role, caring for and protecting the legitimate rights and interests of workers. Emulation movements such as "Good workers - Creative workers", "1 million initiatives to overcome difficulties", "Workers' Month", "Reunion Tet", union member welfare programs, cultural and sports activities... have become traditional beauties, contributing to building the BSR brand of solidarity, humanity and sustainable development.

Comrade Nghiem Thuy Lan praised BSR's Trade Union for closely working with the company's leadership in performing production and business tasks, especially maintaining safe and effective operation of Dung Quat Oil Refinery in a context of many fluctuations.

Entering the 2025-2030 term, he requested BSR Trade Union to continue to innovate the content and methods of operation, strengthen digital transformation in trade union work, promptly grasp the thoughts and aspirations of workers; at the same time, step up propaganda and political and ideological education so that union members clearly understand the company's tasks and development strategies in the new period - especially the orientation of green, sustainable development and comprehensive digital transformation.

Comrade Nghiem Thuy Lan emphasized: BSR Trade Union must truly be a pioneer in the creative labor emulation movement, making practical contributions to the goal of developing BSR into a strong Petrochemical Corporation, the core of the National Energy Center; a reliable support for workers and an important driving force for the sustainable development of the Company.

At the 9th Congress of the BSR Trade Union for the 2025-2030 term, with the spirit of democracy, solidarity and high responsibility, the delegates elected the new Executive Committee of the Trade Union. As a result, 13 comrades were elected by the Congress to the Executive Committee of the BSR Trade Union for the 9th term, representing the will, aspirations and spirit of more than 1,900 BSR Trade Union members.

At the 1st Conference of the Executive Committee of the BSR Grassroots Trade Union, term IX, 2025 - 2030, the Executive Committee elected key positions in accordance with the provisions of the Charter of the Vietnam Trade Union. As a result, comrade Truong Thi Thu Ha was elected to hold the position of President of the BSR Trade Union, term IX. The Vice Presidents of the BSR Trade Union include comrade Bui Ta Vu and comrade Chu Thi Hanh Yen. The Conference also introduced personnel to hold the position of Chairman of the Inspection Committee and elected 02 members of the Inspection Committee.
