Continuing the program of the 10th Session of the 15th National Assembly, on October 29, the National Assembly discussed and evaluated the results of the implementation of the socio -economic development plan for 2025; the expected socio-economic development plan for 2026; the results of the implementation of the National Assembly's resolutions on the 5-year plan for the period 2021-2025: socio-economic development; economic restructuring. Many National Assembly deputies commented on the operation of the two-level local government model after the restructuring and streamlining of the apparatus, thereby making recommendations on the salary regime and policy for commune-level officials and civil servants.

Speaking at the discussion, National Assembly delegate Mai Van Hai, Thanh Hoa delegation emphasized: In 2025, besides advantages, our country will also face many difficulties and challenges due to the impact of the world situation, the regional situation and the domestic situation, especially the recent storms and floods.

According to delegates, those difficulties have greatly impacted the lives of people and businesses, affecting the country's development.

However, thanks to the leadership and great political determination of the Central Committee, the Politburo, the Secretariat, the strong direction of the Government, the Prime Minister, and the participation of all levels, sectors, people and businesses, the socio-economic, defense and security situation in the first 9 months of the year and the whole year 2025 has had many outstanding bright spots. All targets have met and exceeded the set plan.

Law-making and enforcement work has been innovated in both thinking and working methods.

Delegate Mai Van Hai mentioned two issues as follows:

Firstly, the work of building and enforcing laws is carried out with innovation in both thinking and working methods.

According to the delegate, the Government has identified this as the top priority task, promptly institutionalizing the Party's policies and resolutions, especially quickly submitting to the National Assembly for institutionalization specific mechanisms and policies.

These policies are very important to bring our country into a new era, an era of rapid and sustainable development, based on the orientation of the Politburo and the Secretariat.

During this session, the National Assembly considered the largest volume of draft laws ever, especially the amendments to the 2013 Constitution and passed many draft laws to implement the two-level local government model.

The thinking of law-making has been innovated, gradually removing many bottlenecks, creating a favorable environment for socio-economic and national development.

Besides the achieved results, delegates said that the work of law-making also has some shortcomings.

Specifically, there are draft laws that need to be amended and supplemented after a short time of promulgation, even having to be amended many times. The promulgation of some documents to concretize and implement the law to remove bottlenecks is still slow. The slow consolidation of some documents makes it difficult to apply and enforce the law.

From the above issues, delegate Mai Van Hai suggested continuing to effectively implement Resolution 66-NQ/TW of the Politburo on innovation in law making and enforcement, meeting the country's development requirements in the new era. The law making plan must be truly proactive right from the beginning of the term, from the beginning of the year.

According to the delegate, it is necessary to continue to innovate the thinking of law-making in the direction of both ensuring the requirements of state management and encouraging creativity and development. Submit to the National Assembly, stipulate in the law the issues of principle under the authority of the National Assembly. The provisions of the law must be stable. When amended and supplemented, they must be consolidated in a timely manner to facilitate application in implementation.

At the same time, it is necessary to accelerate digital transformation and apply artificial intelligence (AI) in law-making and enforcement. Especially the application of AI in checking, reviewing, and detecting overlapping contradictions in laws and legal documents.

Streamlining the apparatus and merging administrative units achieved the best results ever.

Second, on the organization and implementation of the two-level local government model.

Delegate Mai Van Hai affirmed that this is the most comprehensive and profound revolution in the organizational arrangement of ministries, branches and the implementation of the two-level local government model.

Although taking place in a short period of time, the Politburo, Secretariat, Government and Prime Minister have directed the implementation very closely, resolutely, flexibly and creatively to streamline the Government's apparatus and implement the two-level local government model.

According to delegates, the results of streamlining the Government apparatus, ministries, departments, merging provinces, merging communes and wards, not organizing at the district level and implementing staff reduction have achieved the best results ever.

This result has received the attention, support and high appreciation from many cadres, party members, voters and people.

Delegates said that after nearly four months of operation, the two-level local government model has basically been operating smoothly.

This model focuses on solving administrative procedures for people and businesses, focusing on socio-economic development tasks, ensuring national defense and security at the local level.

Commune level lacks staff, but policies and regimes have not been improved.

According to delegate Mai Van Hai, in addition to the main results achieved, after being put into operation, the two-level local government apparatus also revealed a number of difficulties, shortcomings and limitations that need to be overcome.

The delegate gave an example: In some places, although cadres and civil servants have been transferred from places with surplus to places with shortage, there is still a situation of local surplus and shortage of cadres. Especially in some mountainous communes, border areas, remote areas, there is a big shortage of cadres but the policies have not been improved.

From the above issues, delegate Mai Van Hai proposed that the Government continue to direct the re-evaluation of the implementation of decentralization and delegation of power to communes, wards and special economic zones in the recent past to make appropriate adjustments to the current commune model.

Building a salary policy commensurate with the job position of officials and civil servants

At the same time, direct early implementation of job position determination and development of salary policies commensurate with the job positions of civil servants.

In the immediate future, it is recommended to soon have a salary policy for the current team of communal-level officials and civil servants so that they can work with peace of mind.

Direct the promulgation of regulations on evaluating cadres and civil servants based on work results, have a mechanism to screen cadres, and be ready to replace cadres who do not meet task requirements.

To effectively handle administrative procedures for people and businesses, according to delegates, it is necessary to continue to pay attention to investing in infrastructure for digital transformation and information technology.

At the same time, focus on training and fostering information technology knowledge and digital transformation for civil servants. Organize and effectively implement the "Popular Digital Education" campaign that is practical for the people.
