On November 30, the Central Highlands Coordination Council held a thematic conference on Central Highlands Regional Planning for the 2021-2030 period, with a vision to 2050.
In his opening speech, Minister of Planning and Investment (MPI) Nguyen Chi Dung - Vice Chairman of the Central Highlands Coordination Council said that in order to realize the Party's viewpoints, goals and development orientations for the Central Highlands region, concretize national-level planning for the 2021-2030 period, with a vision to 2050, the Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with ministries, branches, localities in the region and relevant agencies and organizations to organize the preparation of the Central Highlands Regional Planning for the 2021-2030 period, with a vision to 2050.
This Regional Planning is of great significance, helping to "pave the way", proactively create development, with new thinking, new vision to create new opportunities, new development motivation and new values for the region.
In which, it focuses on solving inter-sectoral, inter-regional and inter-provincial issues; reorganizing regional development space and effectively exploiting and promoting all resources for rapid and sustainable regional development. Regional planning is also an important basis for proposing a medium-term public investment plan for the period 2026-2030, especially large, inter-regional projects.

The Ministry of Planning and Investment has seriously, systematically, meticulously and scientifically developed the Central Highlands Regional Planning for the 2021-2030 period, with a vision to 2050. At the same time, it has organized conferences to solicit opinions from domestic and foreign experts and scientists; organized survey and working delegations with 5 localities in the region, specialized agencies and units of central ministries and branches.
On September 18, 2023, the Ministry sent the Regional Planning Document to seek comments from relevant agencies. Based on the reasonable acceptance of comments, on November 3, 2023, the Ministry also submitted a submission to the Regional Planning Appraisal Council.
Organizing a conference of the specialized planning coordination council is a very important and necessary next step for the planning agency to continue listening to opinions to soon complete the content of the regional planning; remove the "bottlenecks" and "bottlenecks" in the development of the region in the recent past and propose goals, development plans as well as solutions for implementation in the coming time.
To ensure the quality, effectiveness and feasibility of the Central Highlands Regional Planning, Minister Nguyen Chi Dung emphasized five main contents that need to be discussed.
Firstly, give opinions on identifying key issues that need to be solved, development breakthroughs, and restructuring the region's growth model.
Second, give opinions on the orientation of organizing development space including 3 sub-regions - 3 growth poles - 5 economic corridors to promote intra-regional, inter-regional and international linkages, especially linkages with the South Central Coast region, the Southeast region, as well as the role and strategic position of the region in the Vietnam - Laos - Cambodia Development Triangle and the Mekong sub-region.
Third, give opinions on orientations and solutions for industry and sector development, focusing on regional infrastructure such as transportation, irrigation, and digital infrastructure; harmoniously resolve conservation and development, especially inter-sectoral, inter-regional, and inter-provincial conflicts and contradictions in the management of forest, mineral, land, and water resources; and challenges caused by the impacts of climate change.
Fourth, give opinions on orientations and solutions for socio-cultural development; resolve bottlenecks in human resource quality; preserve and promote cultural heritages, cultural values, and cultural identities of ethnic minorities; build an advanced Central Highlands culture imbued with national identity; and be the driving force and foundation for the region's development and international integration.
Fifth, give opinions on solutions and resources to implement the planning, paying attention to the list of priority investment projects in regional linkages; solutions on regional linkage mechanisms and policies to promote effective regional development cooperation.
Overview of the conference.
The Central Highlands is a particularly important strategic area in terms of politics, economics, society, national defense and security of the whole country.
The Central Highlands regional planning for the 2021-2030 period, with a vision to 2050, is a regional planning organized according to a multi-sectoral integrated approach in accordance with the provisions of the Planning Law, aiming to concretize the vision, viewpoints, and regional development goals identified in the country's 10-year socio-economic development strategy for 2021-2030, and the guidelines and policies of the Party and State.
More specifically, the Central Highlands Regional Planning has further specified the spatial organization and development of key sectors and fields of the Central Highlands region as set out in Resolution No. 23-NQ/TW of the Politburo on the socio-economic development orientation and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045, Resolution No. 81/2023/QH15 of the National Assembly on the National Master Plan and national sectoral plans that have been approved.
Regional planning is important in "proactively creating development and strengthening regional connectivity"; focusing on identifying and solving major issues of inter-sectoral, inter-regional and inter-provincial nature; to reorganize regional development space and effectively exploit and promote all resources for rapid and sustainable regional development. Regional planning is also an important basis for building the Medium-term Public Investment Plan for the period 2026-2030.
Based on the opinions of the Regional Coordination Council, the Ministry of Planning and Investment will focus on researching, absorbing and completing the Regional Planning dossier for appraisal; expected to be submitted for approval in December 2023 .
