The reason for the slow land acquisition process is that the projects have to acquire land and houses of many households and individuals. There are transport infrastructure projects of the province that have to acquire land from thousands of households such as Long Thanh International Airport, which has to acquire land from more than 5,500 households, individuals and organizations; Bien Hoa - Vung Tau Expressway has more than 3,400 households in Bien Hoa city and Long Thanh district in the land acquisition area, of which the section through Bien Hoa city is only 6.2km long, the total land acquisition area is nearly 60 hectares but needs to compensate and evacuate more than 1,880 households...
With the Bien Hoa - Vung Tau Expressway Project through Bien Hoa City, the number of households needing compensation and site clearance is large, and the short implementation time is a great pressure for the city. Because this is a national key project, Prime Minister Pham Minh Chinh and Deputy Prime Ministers are very interested, regularly checking the progress, promptly grasping difficulties and obstacles, and working with the province and project investors to remove them to speed up progress. However, site clearance work is always a major "bottleneck" of this project.
On February 12, 2025, at a working session with the Standing Committee of the Bien Hoa City Party Committee, Secretary of the Provincial Party Committee Vu Hong Van requested Bien Hoa City to complete the site clearance for the Bien Hoa - Vung Tau Expressway Project through the city in March 2025. Following the direction of the Provincial Party Committee Secretary, Bien Hoa City established 6 special working groups led by members of the Standing Committee of the City Party Committee, directly going to the grassroots to propagate and mobilize people to hand over the site. The special working groups, regardless of holidays, went to knock on the doors of each house with land in the project to persuade people to hand over the site. Through meetings and discussions with people whose land had to be recovered, listening to their aspirations, promptly recording and resolving people's questions, most people agreed to hand over the site to the city, so that the investor could construct the project.
The 50-day and night campaign of “listening to people and making them understand” in Bien Hoa city has contributed to completing the site clearance work for the Bien Hoa - Vung Tau Expressway Project. This has never happened before, so this will be a model for Dong Nai to apply to dozens of other important projects that are being implemented and also encounter “bottlenecks” in site clearance.
