In the telegram, the Prime Minister stated: The 2025 high school graduation exam is more special than previous years. This is the first year of the high school graduation exam and generaleducation entrance exam following the new 2018 general education program with many innovations. The exam is held in the context that the whole country is implementing the arrangement and organization of the two-level local government apparatus and changes in the arrangement of the inspection agency system.

The number of candidates taking the 2025 High School Graduation Exam is higher than previous years, and it is organized for both students studying under the new 2018 General Education Program and students studying under the old 2006 General Education Program. Meanwhile, the use of high-tech devices to cheat in exams is becoming increasingly sophisticated and complicated.

To organize the 2025 High School Graduation Exam and primary school admission safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability and creating high consensus in society, the Prime Minister requested all levels, sectors and localities, according to their functions, tasks and authority, to focus on synchronously and effectively implementing tasks and solutions to organize the exam and primary school admission.

Strictly implement Directive No. 37/CT-TTg dated October 7, 2024 of the Prime Minister on strengthening the direction, coordination, and organization of the 2025 High School Graduation Exam and university and vocational education admissions in 2025. Promote responsibility, be thorough in direction, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families, and educational institutions.

According to information from the Department of Education and Training, to improve the quality of the 2025 High School Graduation Exam, on May 9 and 10, the Department will organize the 2025 High School Graduation Mock Exam, with more than 36,600 candidates, who are 12th grade students of the two High School and Continuing Education systems, taking the exam (no independent candidates).

For the 2025 high school graduation exam, the Ministry of Education and Training continues to assign each province and city to organize an examination council, which is organized by the Provincial People's Committee. The 2025 high school graduation exam council of Dong Nai province has the serial number 48. The exam questions will be created by the Ministry of Education and Training and assigned to the locality to be responsible for printing, copying and security.
