Opening up many opportunities for international cooperation

At the meeting, Minister Luong Tam Quang emphasized: The Hanoi Convention is a comprehensive and unified legal framework at the global level, creating a foundation to promote international cooperation in investigation, information sharing, and crime prevention between countries. At the same time, he affirmed that Vietnam always highly appreciates the cooperation with Azerbaijan in the field of security, especially after the relationship between the two countries was upgraded to a Strategic Partnership and the agreements reached between the two Ministries in May 2025 in Baku...

Immediately after the meeting, Minister Luong Tam Quang and Mr. Ali Naghiyev signed a cooperation agreement in the field of security between the Ministry of Public Security of Vietnam and the National Security Agency of Azerbaijan. Minister Luong Tam Quang emphasized that, together with the signing of the Hanoi Convention, this bilateral agreement will be an important legal basis, creating favorable conditions for enhancing coordination in information sharing, investigation, prevention of all types of crimes, and ensuring national security of the two countries.

During the series of activities of the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), on the same day, Minister of Public Security Luong Tam Quang received Ms. Mmamiloko T. Kubayi, Minister of Justice and Constitutional Affairs of the Republic of South Africa; received Mr. Lounes Magramane, Secretary General of the Ministry of Foreign Affairs of Algeria; received Ms. Rita Mokbel, President and General Director of Ericsson Vietnam; received Mr. Paulo Chachine, Minister of Interior of Mozambique; received Mr. Vahid Jalalzadeh, Deputy Minister of Foreign Affairs in charge of consular, parliamentary, and Iranian affairs.

At the meetings, General Luong Tam Quang emphasized that in the context of profound changes in the world due to the impact of digital technology and the increase of non-traditional security threats, the Hanoi Convention, which was unanimously approved by more than 150 countries, is a historic step forward, affirming the vitality of multilateralism and the central role of the United Nations.

The Convention is not only an important legal tool to help improve the capacity to prevent cybercrime, but also opens up opportunities for technical cooperation, capacity building and technology transfer between countries.

Minister Luong Tam Quang emphasized that the Hanoi Convention will open a new framework for cooperation based on the values of respect for international law, equal dialogue, sustainable and humane development, opening up many opportunities and channels for international cooperation in the fight against cybercrime. In this process, Vietnam always wishes to accompany international partners and friends, to turn commitments into concrete and effective actions in the future.
