1. First of all, I highly agree with the draft documents submitted to the 14th National Party Congress. The content was carefully prepared by the Central Committee, with many innovations, integrating 3 reports into the Political Report for the first time, demonstrating comprehensiveness, generality, high generalization, tight structure, concise and scientific writing style, demonstrating strategic vision and thinking, close to the reality of the country and the world and regional situation, inheriting the previous Congress terms, especially the draft documents submitted to the 14th National Congress have just had new additions from summarizing practices.

In which I strongly agree with the viewpoint on building the state apparatus in the direction of streamlining, compactness, efficiency, effectiveness and efficiency. In Part 2, Section 2.4 (page 175) the direction, tasks and solutions for Party building work during the 14th Congress term are determined: Continue to study and arrange, streamline the organization of the political system, administrative units at all levels in the direction of reducing the number of focal points directly under the Central Government, reducing intermediate administrative levels in accordance with reality... building a team of cadres, civil servants and public employees with sufficient qualities, capacity and prestige to meet the requirements of the country's development tasks in the new era.

This is the "ripe" time, converging all the factors of "heavenly time, favorable terrain, and harmony of people" for our Party and State to carry out the innovation and reorganization of the political system - a particularly urgent task, creating initiative, creativity, and breakthroughs to meet the requirements of reality, while improving the capacity of national governance and administration. The draft report summarizing a number of theoretical and practical issues on the Party's socialist-oriented innovation over the past 40 years also analyzes this issue very clearly.

2. I would like to emphasize the following basic contents:

Second , in the process of leading the revolution, our Party has always paid attention to this issue. After streamlining, the Government for the 2021-2026 term has 14 ministries, 3 ministerial-level agencies (reducing 5 ministries and ministerial-level agencies) and reducing general departments, departments and bureaus. In particular, the process of streamlining the apparatus has reduced 100,000 workers leaving the state sector, increased the efficiency of administrative procedure settlement by 30%, saved the budget more than 2,000 billion VND/year, contributing to increasing resources for development so that Vietnam can take off in the new era.

However, in section 4, page 162 of the limited assessment, the Central Committee also determined: The arrangement and streamlining of the apparatus in some places is still mechanical, not really meeting the requirements of improving effectiveness and efficiency. The apparatus of the political system is still cumbersome, with many focal points and intermediate levels; the functions, tasks and powers of many agencies and organizations are still overlapping and unclear... The new payroll has reduced the number of staff, not yet associated with improving the quality and restructuring of the staff, civil servants and public employees.

According to the report of the Ministry of Home Affairs, up to 20% of agencies and units have discovered overlaps. Due to the cumbersome apparatus, the budget is currently spending nearly 70% on salaries, regular expenses, and operations. If the budget is managed like this, there will be no money left for development investment, as well as for national defense, security, poverty reduction, social security, etc. This is also the main reason why we have not been able to reform salaries.

Third , in practice, countries around the world, when they develop, also establish a streamlined, efficient state apparatus.

Japan focused on decentralization and streamlining the payroll, cutting 20% ​​of the civil service payroll within 10 years (2000 - 2010); Singapore stands out in building a team of professional civil servants and using information technology to optimize work processes. The practices of these countries not only provide us with experience in approaching state apparatus reform but also offer specific methods such as rearranging functions and tasks, applying information technology, and encouraging the autonomy of public units.

Thus, it can be said that streamlining the apparatus in the current political system is an urgent, central issue, of vital significance to the country's development. At the same time, this is an inevitable thing that must be done when "heavenly time, favorable location, and harmony of people" together with the highest determination, drastic actions of the entire Party, the entire political system and the consensus and support of the people, contributing to building a peaceful, independent, democratic, prosperous, prosperous, civilized, happy Vietnam, steadily moving towards socialism.

3. In order for the revolution in streamlining the apparatus of the political system to continue to be effective in the coming time, in my opinion, it is necessary to thoroughly grasp and synchronously implement the following basic solutions:

Firstly , continue to review and evaluate the functions and tasks of agencies to eliminate overlaps and build policy mechanisms to support restructuring the apparatus. Therefore, it is necessary to correctly identify the functions and tasks of the state apparatus. The model of the state apparatus must be appropriate, the legal system must be synchronous and officials must be arranged to enforce the law. The recent extraordinary session of the National Assembly has created a legal corridor that not only creates conditions for state agencies to operate effectively but also demonstrates innovative thinking in law-making, which is to eliminate the practice of "if you can't manage, then ban", and implement the motto of "running and queuing at the same time".

Second , train and foster a team of cadres in the direction of high specialization, evaluate and classify cadres objectively and publicly, build a policy of treating and using talents appropriately. Strongly innovate cadre work to overcome the situation of "correct procedures but not the right people". Focus on building a team of cadres at all levels, especially leaders at all levels with sufficient qualities, capacity, prestige, and equal to the task. In addition, well implement the policy of encouraging and protecting cadres, promoting dynamism, creativity, daring to think, daring to do, daring to take responsibility for the common interest, including a team of cadres who "commit" themselves to the common cause, have strategic thinking, know how to "stand up, step back" to innovate the political system for the era of rising of the Vietnamese nation.

Third , promote digital transformation applications, apply modern AI technologies, big data, cloud computing... to automate work processes, save time, costs and resources. The event of Chairman Jensen Huang of Nvidia - the world's largest semiconductor chip design and manufacturing corporation, signing a cooperation agreement with Vietnam to establish an AI Research and Development Center and an AI Data Center in our country, demonstrates the determination and strong commitment to consider Vietnam as "Nvidia's second home", as well as the trust in our country's development potential. This also demonstrates the determination of our Party and State in digital transformation and science and technology development.

Fourth, improve the effectiveness of propaganda work, create social consensus, support and trust of all classes of people. Recently, we have seen that when the Party and State's policies were issued, agencies and units from the central to local levels have implemented plans for arrangement and merger starting from the agencies of the Party, National Assembly, Government, Fatherland Front, many leaders applied for early retirement... At the same time, resolutely fight against hostile forces that distort the Party and State's views on the revolution to streamline the apparatus of the political system.

Our Party has determined: Building a streamlined, strong, efficient, effective and efficient Party apparatus and political system at all levels is a very correct policy based on scientific, practical, legal and political grounds, and is also a long-standing expectation of the people. Therefore, we further affirm that this streamlining of the apparatus of the entire political system is not a mechanical merger or "indiscriminate reduction" but a restructuring based on research, scientific nature, based on practical situations with the motto: "Fast, careful, objective, scientific, thorough, methodical" so that our country can have a "slim, compact, strong, efficient, effective and efficient" apparatus, thereby enhancing the responsibility of the team, associated with a policy of rewarding talented people, so that "people do the right job, the job chooses the right people".
