To gain a clearer understanding of the solutions for implementing the Resolution, a reporter from Nhan Dan Newspaper interviewed Comrade Nguyen Trong Lam, Secretary of the Party Committee of Dak Nhau Commune:
Reporter: The comrade pointed out the difficulties facing the commune that need to be resolved, while also identifying the potential and strengths for Dak Nhau to achieve breakthrough development during this term.
Comrade Nguyen Trong Lam: After the reorganization and merger, Dak Nhau commune faces difficulties and limitations such as: The value of trade, services, and small-scale industries is still low (accounting for 13%); the local economy is mainly agricultural , heavily dependent on weather and product prices; the development of crops is still spontaneous, lacking linkages to ensure product quality and price.
Furthermore, the commune is located far from the provincial center, is classified as a particularly disadvantaged commune, and is home to 26 ethnic groups, with ethnic minorities accounting for a high percentage of 51.7%; the socio-technical infrastructure is not yet synchronized, and the facilities serving the people do not meet development needs; coupled with a portion of the local ethnic minority population lacking land for production; and the application of science and technology in production and livestock farming is limited… all of which affect the overall development of the commune.
Nguyen Trong Lam, Secretary of the Party Committee of Dak Nhau commune, visited the villages to exchange information and gather data.
Identifying the potential and strengths, these include: Agricultural production accounts for 87% of the total value, developing stably on agricultural land occupying 73.7% of the total natural land area; fertile land, mild climate, and its location bordering the Southern Central Highlands, resulting in diverse agricultural development potential. The commune has several key crops with high economic benefits, and farmers are increasingly asserting their central role in agricultural development, rural economy, and the construction of new rural areas. On the other hand, thanks to the diverse ethnic groups living here, the culture and people are rich and varied, which is a crucial condition for developing traditional cultural values through community-based cultural tourism activities.

Reporter: Based on the above assessment, what key areas and programs has Dak Nhau chosen to focus its leadership and guidance on to successfully implement the Resolution of the First Party Congress, term 2025-2030?
Comrade Nguyen Trong Lam: Despite the difficulties, with certain strengths, the Resolution of the Party Congress of the commune has set out 5 key tasks. At the same time, it has outlined 4 breakthrough areas, including: overall planning, management of construction order and development of synchronous, inter-regional transportation infrastructure; comprehensive new rural development, housing development and ensuring social security; agricultural restructuring, building sustainable value chains and applying high technology; developing high-quality human resources, applying digital transformation and preserving and promoting national cultural identity associated with tourism.
In the current period of reform, it is necessary to provide in-depth training on construction law, planning, and procedures for handling violations for the land and construction officials of the commune in order to enhance their capacity to effectively manage the new development space. The commune will prioritize reviewing and adjusting the general construction plan to clearly identify areas for service and logistics development along the routes connecting to the Gia Nghia-Chon Thanh expressway.

Focus all investment resources on completing the "backbone" transportation routes connecting the commune center with villages, concentrated production areas, and especially the roads connecting with neighboring communes, creating an interconnected transportation network and breaking the single-route system. Proactively coordinate with the provincial level to propose investment and upgrading of the DT760 route and the roads connecting to National Highway 14, aiming for a complete transportation network and creating a strong impetus for inter-regional connectivity.
Regarding social welfare, the commune has launched a widespread movement "All citizens join hands to eliminate temporary and dilapidated houses" to support ethnic minority households and those in particularly difficult circumstances with housing, contributing to improving the quality of life for the people.
Focus on building complete value chains for key products (cashew nuts, rubber, coffee, pepper, durian), such as: applying VietGAP standards, establishing planting area codes, and closely linking with businesses for deep processing and expanding distribution channels. Encourage the development of large-scale farm economic models, strongly applying high technology to production, and improving the productivity and quality of agricultural products.
Simultaneously, develop specialized vocational training programs for rural workers; preserve and promote the cultural identity of ethnic groups in the area, closely linking it with the development of community tourism and experiential tourism, creating unique tourism products that bear the distinct mark of local culture; and train and cultivate officials and civil servants in the political system to meet the requirements of tasks and digital transformation in various fields.

Reporter: Could you share some good and innovative models and practices from your locality in implementing the Resolution?
Comrade Nguyen Trong Lam : To effectively implement the resolution of the Party Congress of the commune, the Executive Committee of the commune's Party Committee has issued a plan for implementing the Resolution, which outlines specific and practical methods and solutions to concretize the Party Committee's Resolution so that it can deeply penetrate into the realities of life.
Four main solutions were implemented, including: Party building and the construction of the political system; economic development; socio-cultural development; and national defense and security. Accordingly, each main solution was assigned to a specific agency or unit to lead and advise the Party Committee on implementation, with a concrete plan based on the six clear principles: clear person, clear task, clear time, clear responsibility, clear output, and clear authority.
Priority should be given to developing a comprehensive socio-economic development plan for Dak Nhau commune to clearly define long-term development space, ensuring internal and regional connections to maximize the local potential and advantages. The plan should innovate thinking regarding agricultural production organization, strengthen the application of science and technology to improve product quality, and establish high-quality agricultural product brands. It should encourage private sector and household businesses to develop production, contributing to the shift in economic structure towards industrialization and the application of technology while protecting the environment.

In fact, the locality has many good models and innovative approaches, such as: To build a sustainable value chain and apply high technology, a clean pepper cooperative was established in Hamlet 5, which includes 3 households cultivating pepper according to the Nedspice process in an organic direction.
Accordingly, pepper cultivation is carried out according to a strict process, including seed selection, fertilizer and pesticide application rates, and care until harvest, all following Asian standards and guidelines. This process ensures guaranteed purchase of harvested pepper at higher prices. In the future, the commune will continue to expand this effective model.
Reporter: Dak Nhau is one of the particularly disadvantaged communes, far from the provincial capital, with a low level of digital transformation awareness among its residents… So, what solutions will the locality implement to bridge this geographical gap? Will it involve building a digital government and training digital citizens?
Comrade Nguyen Trong Lam: After implementing the two-tiered local government model, the commune cannot change the reduction in geographical distance, but it can change people's access to the two-tiered local government by: building a digital government and training digital citizens.
This is one of the five key tasks outlined in the Resolution of the Commune Party Congress. Currently, the commune is reviewing, reorganizing, and perfecting its organizational structure to enhance the efficiency and effectiveness of the commune government, contributing to the development of a professional, rule-of-law, modern, open, transparent, and people-serving administration.
In this context, the commune is building a digital government, a friendly government that is close to and connected with the people; publicly displaying the phone numbers of leading officials and specialized units to receive timely feedback from the people.
The commune Party Committee issued a Resolution and Plan for the development of science, technology, innovation, and digital transformation for the period 2025-2030, with a vision to 2045. This includes encouraging and incorporating into the performance evaluation criteria for officials, civil servants, and employees the proactive improvement of their own capabilities and leading the way in implementing digital government.
In addition, the commune's public administrative service center has developed a plan to implement a "friendly government" model, whereby administrative procedures are made public and transparent, and infrastructure and a civilized and friendly environment are built to ensure citizen satisfaction.
