From November 1, 2025, Ms. Nguyen Thi Loan (born in 1969) in An Duong ward will officially receive pension after 16 years and 9 months of persistently participating in voluntary social insurance. Combined with the policy of reducing payment time according to the new law, this is truly a great joy for farmers like her.
As a member of the Women's Union of An Duong Ward, since 2009, after hearing about voluntary social insurance, Ms. Loan decided to participate. "The beginning was very difficult, I worked in agriculture , did not have much spare money. However, thinking about old age, no matter how little or much, every month I tried to save to participate" - Ms. Loan shared.
Director of An Duong Social Insurance Nguyen Van Trien said that Ms. Loan is the first case in the area managed by An Duong Social Insurance, whose entire voluntary social insurance participation process has been resolved to receive pension benefits according to the new regulations of the Social Insurance Law 2024.
The regulation reducing the minimum number of years of contribution from 20 years to 15 years to receive pension has opened the door to retirement for millions of freelance workers. Since the law took effect, the unit has received and guided many cases to receive pension benefits under the new regulations.
An Duong Social Insurance continues to promote policies and support people to complete participation procedures. At the same time, the regime is resolved quickly, publicly, transparently, creating maximum convenience for workers. It is expected that in the near future, there will be more cases of early retirement according to the new regulations.
Ms. Nguyen Thi Mai, in Luu Kiem ward, said that thanks to the regulation reducing the number of years of social insurance contributions, the time she can receive her pension has been shortened. Up to now, she has participated in voluntary social insurance for nearly 14 years, only a little over a year left to receive her pension, reducing her worries when she retires.
The new regulation not only brings joy but also strengthens the confidence of freelance workers and rural people in the humane policy of voluntary social insurance. "I will actively promote and spread the benefits of the policy, attracting more and more people to proactively participate, so that they have a solid foundation when they get old," Ms. Mai added.
Humanitarian policy
In fact, the new social insurance policy has created opportunities for many people to receive pensions, especially those who joined social insurance late. At the same time, it has encouraged many people to continue to participate in voluntary social insurance.
According to the representative of the Social Insurance Regime Department (Hai Phong Social Insurance), due to the reduction of the social insurance payment period to 15 years, the minimum pension rate of 45% according to the Social Insurance Law 2014 also changed to be suitable.
For female workers, the monthly pension is equal to 45% of the average salary used as the basis for social insurance contributions corresponding to 15 years of social insurance contributions, then for each additional year of contributions, an additional 2% is calculated, with a maximum of 75%.
For male workers, it is 20 years of social insurance contributions. In case of social insurance contributions from 15 years to less than 20 years, the monthly pension is equal to 40% of the average salary used as the basis for social insurance contributions corresponding to 15 years of contributions, then for each additional year of contributions, an additional 1% is calculated.
Deputy Director of Hai Phong Social Insurance Vu Duc Khien said the city currently has more than 91,000 people participating in voluntary social insurance.
To make people trust the policy and voluntarily participate, in the coming time, the social insurance agency will continue to promote propaganda, emphasizing the new superior benefits and especially the city's policy to support participants. Promote the role of collection service organizations and collection staff in reviewing, mobilizing, and developing new numbers of people participating in voluntary social insurance.
With the reduction to 15 years, it will be easier for those who join social insurance late (at the age of 45 - 47), join intermittently, or do special jobs with short working time to accumulate enough years of contribution to receive pension. This policy helps workers to have a stable pension early and limits the situation of withdrawing social insurance at once.
