Urban area increased 3 times
At the end of 1993, the Prime Minister approved the first Master Plan as the basis for Da Nang to become a centrally-governed city on January 1, 1997 with an urban area of about 5,600 hectares. This was also the basis for investing in many urban renovation projects, upgrading major traffic routes, and then vigorously implementing them in the early 2000s.
In June 2002, the Prime Minister approved the adjustment of the Master Plan for Da Nang City to 2020, with a vision to 2030. Next, the Politburo issued Resolution No. 33-NQ/TW dated October 16, 2003 on the construction and development of Da Nang City in the period of industrialization and modernization of the country.
These are important and strategic bases for the city to implement a series of projects in the area, turning Da Nang into a construction site with nearly 1/3 of the total number of households giving up land to open roads, build resettlement areas, residential areas, urban areas, industrial parks, and socio-economic development projects. The entire city from the east to the north, along the coast from Nam O to Hoa Hai is covered with new projects, forming riverside and coastal roads and new urban areas. A series of rural areas near urban areas, defense land areas, cemeteries, gardens, fields, white sand dunes... are leveled and filled, helping to develop the city in both shape and space.
During this period of enthusiastic development, in December 2013, the Prime Minister approved the adjustment of the General Planning of Da Nang City to 2030, with a vision to 2050, with the continuation of ongoing development trends, helping Da Nang complete the urban area that is gradually taking shape during the reconstruction process.
By 2019, the urban area reached more than 18,300 hectares, more than 3 times the city area in 1997 with rapidly changing socio-economic infrastructure and urban appearance and is relatively modern. Da Nang has gradually affirmed its role as a large urban area, a locomotive, a driving force for development, a socio-economic center of the Central - Central Highlands region and the whole country.
Towards big cities
Based on the summary of 15 years of implementing Resolution No. 33-NQ/TW, the Politburo issued Resolution No. 43-NQ/TW dated January 24, 2019 on building and developing Da Nang city to 2030, with a vision to 2045, including the target orientation by 2030 for Da Nang city to become one of the major socio-economic centers of the country and Southeast Asia.
By 2045, Da Nang city will become a large, ecological and smart city; a livable coastal city reaching the level of the Asian region. The above new orientations of the Politburo and the newly arising issues and shortcomings in the development process have been adjusted and specified in the project to adjust the General Planning of Da Nang city to 2030, with a vision to 2045, approved by the Prime Minister in Decision No. 359/QD-TTg on March 15, 2021.
After more than 4 years of implementing this master plan, the highlight is that in the city, many large-scale urban area projects, tourism complexes, hotels, luxury apartments, real estate... have been started, ground-breaking and vigorously implemented, not only continuing to change the urban landscape, but also contributing to promoting double-digit economic growth in the third quarter of 2024 and the first quarter of 2025.
Many key and dynamic projects and works have been completed or are under construction, such as: the western belt road, the western belt road 2, DH2, DT601, Quang Da bridge and the access roads at both ends of the bridge, National Highway 14B, Lien Chieu Port (shared infrastructure), Hoa Nhon Logistics Service Center, Tho Quang fishing port..., are and will contribute to completing the city's socio-economic infrastructure as well as the regional transport system of Da Nang. In particular, it helps optimize development opportunities for the new Da Nang city after the merger of Quang Nam province from connecting industrial parks, urban areas to developing tourism and trade.
Currently, along with the implementation of the Central Government's policy on merging Da Nang city and Quang Nam province, the Central Government's new policies, orientations, mechanisms and specific policies for the city, especially Conclusion No. 79-KL/TW of the Politburo on continuing to implement Resolution No. 43-NQ/TW and Resolution No. 136/2024/QH15 of the National Assembly on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, there is an urgent requirement to adjust the overall Master Plan of Da Nang city to 2030, with a vision to 2045 to implement the planning and works and projects in a synchronous and appropriate manner, especially the functional areas of the Da Nang Free Trade Zone.
Implementing the direction of the City People's Committee, from mid-April 2025 to present, the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang has been collecting opinions from agencies, organizations, individuals and communities on the dossier of the task of adjusting the overall master plan of Da Nang city, including the proposal to select a scenario for population and labor growth in the direction of merging Da Nang city and Quang Nam province, becoming a city directly under the Central Government.
This is expected to create new development space, close regional linkages combined with the internal development drivers of both localities, contributing to affirming Da Nang as the locomotive of the Central key economic region in the future. The new Da Nang city after the merger will have expanded development and planning space with a long-term vision, a strong aspiration to become a growth pole of Vietnam, one of the major socio-economic centers of the country and the Southeast Asian region and a large, ecological urban area... as directed by the Politburo.
